<br />18 <br />XIV. Operations Description - Rules 2.05.2, 2.05.3(1), 2.05.3(2) and 4.01 <br />Information on the proposed operation plan is located on pages 4-1 through 4-9 <br />of Volume I. <br />Hydraulic mining is to be conducted in the Wheeler and Lower Wheeler coal <br />seams, both of which are steeply dipping. <br />Questions and concerns relating to sequences of mining, coal production rates, <br />and utility corridors have been satisfactorily resolved. <br />In response to the Division's comment in the preliminary adequacy review, <br />requesting more details regarding the proposal of several escapeways and <br />raises daylighting at the outcrop on the Grand Hogback's northeast-facing <br />slope, the applicant has provided additional description of the planned <br />facilities on pages 4-26 and 4-26a of the amended application. The amended <br />response indicates that the "...actual plans may vary to insure slope and <br />entry stability". However, no detailed designs, diversion or drainage plans, <br />or reclamation plans are provided for these proposed facilities. Based upon <br />the amended application as it currently exists, the Division cannot approve <br />construction of these facilities until adequate baseline information and <br />design engineering plans have been submitted, reviewed and approved. <br />Therefore, the following information is necessary before the Division can <br />approve this activity: <br />Requirement No. 7 <br />PRIOR TO CONSTRUCTION OF THE ESCAPEWAYS AND RAISES DISCUSSED ON PAGES <br />4-26 AND 4-26A OF THE PERMIT APPLICATION, THE APPLICANT MUST SUBMIT <br />DETAILED PLANS TO THE DIVISION AND OBTAIN APPROVAL FROM THE DIVISION IN <br />WRITING. <br />
