Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06 <br />Baseline soils information and the topsoil removal and redistribution plans in <br />Volume I, pages 3-109 to 3-1Z3 and 4-65 to 4-68 and Volume II, Appendix 3.5-1 <br />were reviewed for compliance with the regulations. <br />Five soil types occur within the proposed permit area: the Heldt Silty clay; <br />Nihil Stony loam; Ascalon loam; Ustic Torriorthents-Rock Outcrop Complex; and <br />Irock Stony loam. The table below shows how much topsoil is to be salvaged <br />from each soil type. <br />Soil Type Average Salvage Depth <br />Heldt Silty clay 60 inches <br />Nihil Stony loam 12 inches <br />Ascalon loam 60 inches <br />Ustic Torriorthents-Rock Outcrop 0 inches <br />Irock Stony loam 0 inches <br />No soil will be salvaged from the Ustic Torriorthents-Rock Outcrop because <br />these soils occupy steep slopes and are too rocky to be used as a source of <br />topsoil. No soil will be salvaged from the Irock Stony loam because this soil <br />is too rocky to be used as a source of topsoil. Sufficient topsoil is <br />available from the Heldt, Nihil and Ascalon soils for reclamation and of <br />better quality than the Irock and Ustic Torriorthents. Therefore, the <br />requirement of Rule 4.06.2(4) is met. <br />Textures of these soils range from loam to silty c]ay. All the soils have a <br />low electrical conductivity (EC) and sodium absorption ration (SAR). Most of <br />the surface and subsurface soil horizons rate fair to good as a source of <br />topsoil material. <br />Topsoil will be salvaged from all areas proposed to be disturbed and placed in <br />topsoil stockpiles. The location of topsoil stockpiles for the coal refuse <br />impoundment are shown on map 3.5-1. The applicant did not indicate where <br />topsoil from the surface facilities area will be stockpiled due to potential <br />requirements for visual barriers by Garfield County. Therefore, the following <br />stipulation is necessary: <br />Stipulation No. 7 <br />THE PERMITTEE MUST SUBMIT A PLAN TO THE DIVISION SHOWING WHERE ALL <br />TOPSOIL SALVAGED FROM THE FACILITIES AREA WILL 8F STOCKPILED. THE <br />PERMITTEE MUST OBTAIN DIVISION APPROVAL OF THIS PLANE PRIOR TO ANY <br />DISTURBANCE. <br />The soils resource information shows that the applicant has insufficient <br />topsoil at the coal refuse impoundment area to meet the requirement of Rule <br />4.10.4 for replacing four feet of cover over the coal refuse. The applicant <br />proposes to strip additional material as non-toxic, non-combustible cover <br />following topsoil removal. The topsoil will be stored in two stockpiles and <br />the overburden will be in one stockpile, all above the coal refuse <br />impoundment. Several deficiencies still remain in the topsoil salvage plan at <br />the coal refuse impoundment which must be resolved before the Division can <br />approve this portion of the proposed operation. <br />
