HI. Hydrologic Balance <br />A. Stream Channel Diversions <br />The applicant submitted a technical revision incorporating into the reclamation <br />plan, design details for reconstruction of the permanent channel which was diverted <br />during the construction of the office area. This technical revision has been <br />approved. <br />B. Acid-Forming and Toxic-Forming Spoil <br />On the basis of roof and floor analyses and coal waste analyses, the Division has <br />determined that the F.astside Mine is not generating acid- or toxic-forming waste. <br />C. Surface and Ground Water Monitoring <br />Stipulation No. 15 <br />THE APPLICANT SHALL ADD B20N TO THE FULL SUITE OF CHEMICAL <br />PARAMETERS ANALYZED FOR SURFACE AND GROUND WATER MONITORING <br />IN ORDER TO BRING THE HYDROLOGIC MOMTORING PLAN INTO COMPLIANCE <br />wall RULE 2.05.6(3)(b)(iv). <br />1. The applicant will conduct monitoring of ground water in a manner <br />approved by the Division. The ground water monitoring plan is as follows <br />(4.05.13(1)): <br />The ground water of the permit area was monitored at the following sites <br />(see Map HGP - 18: Regional Geology and Hydrology Map, in the permit <br />application): Geotech vertical well completed in the Harvey Gap <br />unconsolidated deposit, water pumped from mine, and water seepage from <br />under Harvey Gap dam. Monitoring of the geotech well has been dis- <br />continued, because the well is, and always has been, dry. Also, water is no <br />longer pumped from the mine, but in the event of a mine discharge, the <br />discharge water will be monitored. <br />2. The applicant will conduct monitoring of surface water in a manner <br />approved by the Division. The monitoring plan was submitted under <br />2.05.6(3)(b)(iv) and includes the following (4.05.13(2)): <br />The surface water of the permit area is monitored at the following sites (see <br />Map HGP - 18: Regional Geology and Hydrology Map): Harvey Gap <br />Reservoir above the mine, Harvey Gap Reservoir outflow below the mine, <br />and sediment pond outflows. <br />The estimated flow, water temperature, pH, and specific conductance are <br />measured monthly.
