Summary <br />The Review Process <br />Submittal of Application <br />Permit No. C-80-001 was issued on November 16, 1981, and has been renewed every five <br />years since then. <br />For the current renewal, the Division notified P&M by letter on February 16, 2001 that its <br />permit for the Edna Mine would expire on November 16, 2001. The letter explained that <br />that, for operations to continue beyond that date, Section 2.08.5(3)(f) requires an <br />application for renewal to be received on or before May 20, 2001. P&M submitted a <br />renewal application on May 9, 2001, and it was found complete on May 15, 2001. <br />P&M published a notice of the application in the Steamboat Pilot, four consecutive weeks <br />from June 3 to June 24, 2001. <br />Comments and Objections <br />No comments or objections regazding the application were received. <br />Applicant Violator System Queries <br />The applicant violator system (AVS) was queried on June 27, 2001. In regazd to <br />compliance history, the recommendation of the system was to issue this permit renewal. <br />A follow-up AVS query on October 3, 2001 also resulted in a recommendation to issue <br />this renewal. <br />Division Adequacy Review and Timeframes <br />On July 12, 2001, the Division sent adequacy questions to P&M. The questions regazded <br />clarifying language in the permit application. The Division received adequate responses <br />from P& M on July 18, 2001. All adequacy concerns have been resolved; therefore, the <br />Division proposes to approve the renewal application with stipulations, as previously <br />stated. <br />Publication of this proposed decision initiates a thirty day public comment period. <br />Provided there are no objections to the decision, it becomes final at the close of the <br />comment period. <br />Edna Mine 3 Permit Renewal No. 4 <br />
