<br />-38- <br />The applicant plans to excavate all shallow colluvial and surficial material <br />from beneath the waste pile prior to the commencement of waste placement. <br />WFC proposes to place coal refuse in the old channel of the Middle Fork of the <br />Purgatoire River. The description of measures taken to insure the hydrologic <br />balance are discussed in Section VI Hydrologic Balance - Ground Water. <br />The Division finds the proposed operation in compliance with the requirements <br />of this section. <br />XIII. Mine Facilities, Coal Hand]i <br />Rules 2.05.3 3 2.05.3 7 , <br />art Facilities - <br />Information on mine facilities and coal handling structures can be found in <br />Sections I and fI, and in Addendum A, C, and D of the permit revision <br />application, <br />New surface facilities to be constructed at the site as a result of this <br />permit revision include a preparation plant, thickener, two coal reclaim <br />tunnels and stockpiles, a railcar dump, six conveyors, one additional sediment <br />pond, an access road, two soil stockpiles, and a refuse pile. <br />The existing transfer building will be modified to allow a conveyor to extend <br />outward from it on the north side. <br />The proposed operation is in compliance with the requirements of this section. <br />XX. Roads -Rules 2.05.3(3)(c)(i) and 4.03 <br />The application section dealing with road design and drainage for the proposed <br />operation is Section II part 2 and Addendum E part 5 of the application. <br />Only one additional road is addressed in the permit revision application. <br />One access road will be built from the preparation plant area to the refuse <br />pile <br />The applicant has supplied information on drainage, design, construction, and <br />grade for the access road. Culvert and ditch designs for the road appear to <br />be too small. Culvert sizing calculations do not reflect slope adjustment <br />factors. In the ditch calculations a Mannings n of 0.03 appears to be too low <br />considering plans to use 6 - 12 inch riprap. Therefore, the following <br />stipulation is necessary. <br />Stipulation No. 12 <br />THE PERMITTEE MUST INSTALL CULVERTS IN THE ACCESS ROAD TO THE REFUSE PILE <br />WHICH ARE 6 INCHES LARGER IN DIAMETER THAN THOSE SPECIFIED IN ADDENDUM E OR <br />INSTALL A 1.5 F00T HEADWALL ABOVE CULVERT INLETS. IN ADDITION, THE PERMI7TEE <br />MUST JUSTIFY THE USE OF A 0.03 MANNINGS n FOR DITCH DESIGNS OR INSTALL 1.5 <br />FEET DEEP DITCHES ALONG THE REFUSE PILE ACCESS ROAD. <br />No sizing calculations were submitted for the access road culvert south of <br />Highway 12 which passes undisturbed drainage from the refuse pile area into <br />the Purgatoire River. Therefore the following stipulation is required. <br />
