8. The permiftee shat( provide evidence of liability insurance in the amount of no less than $600,000 per <br />occurrence with either unlimited aggregate or a policy endorsement requiring notice to Routt County of all <br />claims made. Routt County shall be named as an additional insured on the policy. <br />9. The operation shall comply with all applicable standards set forth by the Colorado Department of Health <br />and the Routt County Environmental Hea(fh Department. The operation shat(comply with all Federal, <br />State and local laws. <br />10. Fuel, flammable materials and hazardous materials shall be kept in a safe area as approved by the Chief <br />Building Inspector and Environmental Health Department. A list of hazardous and flammable materials <br />and their location on site shalt be provided to Planning staff and the West Routt Fire Protection District. <br />11. Hauling shall take place on County Roads, State or Federal highways when possible, when private haul <br />(Gads are riGt used. <br />12. Sanitary facilities are to be located on or near the extraction site. <br />13. Routt County has the authority to close any County Road at its discretion rf such road surface is in poor <br />condition and would be further damaged by_additional use. _ <br />14. Noise levels, smoke, odors, heat and vibration shall not exceed limits set by Section 8.4 of the Routt <br />County Zoning Resolution. Any smoke or dust emanation from the mine operation shall not exceed <br />Colorado Department of Health regulations. <br />15. County Roads used for hauling must be able to accommodate the proposed additional traffc. All haul <br />roads must have adequate signage at intersections and at any other locations that may require additional <br />signage. <br />~NcCifiC vvnu ~i0^~ <br />16. The Special Use Permit is valid through December 31, 2006, provided it is acted upon within one year of <br />approval. <br />17. Backflling and grading of mined-out areas will be initiated following final coal removal, with completion of <br />reclamation (i.e. backfilling, grading, soil material replacement, drainage re-establishment, and <br />permanent revegetation seeding) to occur within two (2) years following final coal removal. <br />18. All road and bridge repair and maintenance agreements made with Routt County prior to permit issuance <br />shall be adhered to, including the Peabody and Seneca Coal Co. road maintenance agreement for CR <br />27 with the Routt County Board of County Commissioners. <br />19. The permittee shall follow requirements of the Routt County Road and Bridge Director regarding use of <br />CR 27 and CR 51 B, and the crossing of the Haul Road on CR 51 D. <br />20. Hauling shall occur along the Haul Roads A; B and D and CR 27 to the Hayden Station Power PlanTor <br />the Tie Across Haul Road. No access for fiauiing shalt be provided from CR 37. <br />
