Please submit a detailed technical revision which delineates those areas <br />which are bonded under the Eckman Park, Mine 1, and Mine 2 permit <br />(C-81-071), and those areas which are under Twenty Mile Coal Company <br />control (C-82-056). The revision must contain sufficient text <br />explanation, as well as a detailed map, so that all areas are clearly <br />assigned to one permit or the other. An effort should be made to <br />eliminate overlap. The revision must include a detailed band calculation <br />for the entire permitted area associated with Permit No. C-81-07i, An <br />accompanying technical revision to Permit C-82-056 must be submitted at <br />the same time. We also request that, as part of the C-81-071 submittal, <br />a detailed and updated reclamation map for C-81-071 should be submitted. <br />This will be essential to properly assess the current bond liability for <br />the C-81-071 permit area, <br />:s~~F Please submit a revised permit application page with current information, <br />including accurate acreage values. <br />4 NQ Please submit an updated "Identification of Interest" section. <br />5.i- Submit a techn''fcal revision which details the operator's plan to reclaim <br />the facilities area located east of County Road 27, and south of Foidel <br />Creek. <br />,R eye M~ e.r,,. rn~eu~ <br />6.~It is our unders~andin9 that the aspen reference area approved with the <br />C-81-G7T permit has been moved, in anticipation of implementing the <br />Little Middle Creek Permit Revision, Since the Permit Revision was <br />withdrawn, and since Permit C-81-071 has never been updated we must <br />require an additional technical revision which addresses this issue, The <br />revision must include a map which shows the new location, and all da to <br />usea to justify the move, <br />'~71, We have reviewed the Probable Hydrologic Consequences section, as updated <br />with the last Permit Renewal. Some concerns are listed below: <br />a) The grounawater section discusses potential impacts to the Trout <br />Creek Sandstone aquifer, However, there are no wells currently used <br />to monitor the aquifer to verify the predicted impacts. This <br />aquifer should probably be monitored, ' <br />Please submit a plan to monitor the Trout Creek sandstone down <br />gradient from the mine complex. If you disagree that such <br />monitoring is appropriate, then provide a detailed explanation to <br />substantiate your position, <br />b) the above-referenced analysis indicates that the total dissolved <br />solids level in Trout Creek may be expected to increase about 122 <br />mg/l, In tact, the downstream station (69) snows an increase above <br />that, relative to the upstream station (301 ). <br />Please review the analysis, and discuss the presence of total <br />dissolved values which are higher than those predicted in the <br />probable hydrologic consequences analysis. Provide a revised <br />analysis based on currently available data. <br />-20- <br />
