<br /> <br />Section V - Decision to Require Revisions <br />The following items pertain to various portions of the Eckman Park, Mine hand <br />Mine 2 complex which must be revised and/or updated to reflect site conditions <br />and status, Colorado Yampa Coal Company should submit the requested materials <br />no/ later than December 31 , 19y0. <br />~/ Please submit a technical revision which consolidates all drainage <br />control feature designs for the Eckman Park, Mine 1, and Mine 2 permit <br />area. It should include tiie following components: <br />a) An updated Map yA which depicts al) drainage area boundaries for <br />each pond, all ponds, permanent gullies, all culverts, all ditches, <br />all small area exemptions, all proposed and actual stock pond <br />locations, a71 alternative sediment control features (rock check <br />dams, silt fences, et;. ). <br />b) A concise table (or tables) which summarize(s) the design <br />specifications for each culvert, ditch and pond. <br />c) Include clarification regarding the permanent overburden pile <br />drainage features. For example, we have two different Tables 32 <br />addressing the pile drainage features. <br />o) Incorporate the TR 86-1-1 ditch (north/south ditch; Area 41/31) <br />information. Either incorporate or replace the Map TR 86-1-1 map <br />and associated Tables. <br />e) The revision must contain a summary which outlines the status of <br />approved drainage control provisions for all of the Mine 2 area. <br />For example, the Division granted an exemption from sediment ponds <br />for Area 6. The revised Map 9A must show the specific area for <br />which the exemption was granted. <br />Also, portions of Mine 2 have been released from bona liability . <br />The released areas do not require drainage control; however, it is <br />not clear that all areas which remain within the bonded area are <br />canpletely contained within a drainage control system. The summary <br />must address those areas ;which have been released and the revision <br />must ensure that all disturbed areas which have not been released <br />are contained within a drainage control system. <br />f) The ditch M-1 appears to pass beyond the western permit boundary, <br />then back into the area. This is not acceptable. We understand <br />tViat various revisions have occurred over the years which have <br />changed the permit boundary around Mine 2. Please correct the <br />situation by, at a minimum, requesting an incidental boundary change <br />to ensure that all areas are within the permit boundary. <br />It is recommended that all 'Historic information should be retained. <br />PerYiaps this request can be best handled by adding a new exhibit <br />which covers drainage control. <br />_19_ <br />
