'/ <br />7. If any adverse impacts to fish or wilalife are discovered during the <br />proposed monitoring programs, the applicant must, in consultation with <br />regulatory authority, take appropriate measures to mitigate the impacts. <br />8. The applicant shall seed ail disturbed areas that have received final <br />topsoil preparation during the first normal planting period (fall). The <br />applicant shal] not delay seeding for the purpose of establishing a mulch <br />cover Crop. <br />(/ 9. The applicant has proposed the use of statistical comparisons of <br />vegetation cover and production for establishing permanent reference <br />areas. A similar comparison to that used to iaentify and establish <br />permanent reference areas shall be used for measuring the success of <br />revegetation (vegetation cover and production) for bona release. <br />Vegetation diversity will be measured using the Shannon-Wiener index. <br />Diversity component evaluations will also be used in the determination of <br />revegetation success. This information will be submitted to the <br />regulatory authority by September 1, 1980. <br />1/10. The results of interim stuaies of soil and vegetation conditions on <br />revegetated areas, identified on page 816-161(a) of the mining and <br />reclamation plan, shall be incorporated into the annual report following <br />data collection (every 3 years). <br />J 11. By September 1, 1980, the applicant shall submit, to the regulatory <br />authority for approval, reclamation plans describing and locating the <br />stand size, stocking, and site and species relations of the trees and <br />shrubs that will be either transplanted, planted, or seeaed. This plan <br />shall include a aetailed description and location map of the proposed <br />vegetation communities that will be establishes. <br />12. The applicant shall identity the proposed methods for measuring success <br />on pasture lands and submit a plan for and description of the proposed <br />method by September 1, 1980. <br />~ 13. By December 31, 1980, the applicant shall submit an approvable plan for <br />proposed underground operations for that area located adjacent to the <br />shop facility and which are leased, If an approvable plan is not <br />submittea by December, 31, 1980, back filling of the highwali shall <br />commence by January 1, 1981, ana shall be completes by January 31, 1941, <br />J in accordance with map 48. <br />14. Faulted blocks of coal within the limits of the approves permit area <br />shall not be left unmined without the express written consent of the <br />regulatory authority in consultation with the U, S, Geological Survey <br />(USGS) Area Mining Supervisory. When detailea geologic information <br />Concerning these faulted areas is obtainea through the mining process, <br />aetailed information and plans shall be submitted to the regulatory <br />authority ana the USGS Area Mining Supervisory, A determination will <br />then be made by the regulatory authority about the economic feasibility <br />of recovering the coal. <br />- 9- <br />
