a
Sewage generated by the new facilities will primarily be ~~
gray water, caused by employee showers. Solid waste will be
primarily gob, which will be removed and stored onsite at a
location which can accommodate an estimated 8,000 cu. yds. Waste ,I
oil from equipment operations will be removed by a recycling
company. Existing toilet facilities will be used by employees.
Somerset Mining Company will provide water, as recorded in
Book 673, Page 295 in the Gunnison County Clerk and Recorder's
Office. Somerset Mine Well (decree No. 79CW86, 200 gpm for
industrial purposes) and the Somerset Water Supply System, under
Water Decree dated August 16, 1936, as Amended November 13, 1973
in the name of United States Steel, appropriating an amount not
to exceed .90 cfs, supply this operation.
The Division of Wildlife and the Planning Commission had
expressed concerns about the possible disruption of deer
migratory patterns by the installation of the 4500 foot conveyor
belt from the existing to the new facilities.
Stover and Associates has since designed three deer
underpasses into the conveyor belt system to allow access by the
animals (dated November 28, 1990 in the Planning Office file).
The Division of Wildlife (letter of December 1, 1990) indicated
that these specifications, "allow movement to continue and not
adversely affect the deer population of the area."
A second concern expressed by both the County and the
Division was that drainage from the mine not endanger water
quality of the area. The Colorado Dept. of Health requires that
the operation maintain an NPDES permit; David Hurr, of the
Somerset Mining Company, in a letter to the Dept. (October 19,
1990) indicated that one outfall will be relocated, another added
to the permit; an additional sedimentation pond has also been
added with the new facilities plans.
PUBLIC HEARING:
A public hearing was conducted on this revision to the
permit on December 7, 1990. At that time there was no public
present. The proponent submitted a letter from Kirk Madariaga,
District Wildlife Manager of the Division of Wildlife dated
December 1, 1990 stating that the three designed wildlife
underpasses along the proposed conveyor system will meet
specifications and allowed unimpeded deer movements through the
area. Madariaga's letter also notes that if Somerset Mine stays
within the provisions of the discharge permit issued by NPDES, no
adverse impact on the North Fork of the Gunnison River and its
fishery is foreseen.
2
