T <br /> <br />' November 23 and 24 - Texaco continued washing operations and <br />completed excavation and re-plumbing of the oil pipeline. <br />November 25 - Texaco cleanup efforts hampered by mud. Trucks <br />were getting stuck in the mud at the lower end of the diversion, so <br />washing operations were moved to the beginning of the diversion. <br />November 26 - Texaco worked half a day on cleanup operations <br />then stopped due to muddy conditions. At 1:00 pm, I discovered oil <br />in the water of Wilson Creek where the creek passes under County <br />Road 51. Upon further investigation, it became apparent that oil <br />had entered Wilson Creek after all, and migrated downstream from <br />the junction of Colowyo's diversion and Wilson Creek (see map). <br />Colowyo notified Texaco at 4:30 pm of this additional impact and <br />they immediately went to assess the situation. <br />November 27 - A meeting was held with Texaco at the Colowyo <br />office to discuss various aspects of the oil spill and remediation <br />efforts. Texaco had constructed a dam with two 18 inch siphon <br />culverts on Wilson Creek, 1.5 miles north of County Road 51 at what <br />they believed was the furthest extent of oil migration. Plans have <br />been made to work the entire Thanksgiving Holiday to burn and wash <br />the oil from the water and vegetation of Wilson Creek. <br />November 28 - December 2 - Texaco worked on flaring off oil <br />from Wilson Creek. Diesel fuel oil is sprayed onto the standing <br />oil and oil soaked vegetation and then ignited. Much of the <br />cleanup effort has been hampered by snow, cold, and freezing <br />conditions. The ice layer on the creek prevents getting at the oil <br />underneath and also traps oil in the ice. <br />December 3 - Texaco has brought in a "hot truck" which is <br />capable of intaking water, heating it, and expelling the water at <br />high pressure. The plan is to wash Wilson Creek starting at County <br />Road 51 and working downstream to the siphon tube dam. At <br />Colowyo's diversion, washing, siphoning, and removal of the fluid <br />is continuing at the upper end of the diversion. <br />Texaco's remediation effort has been and will be an on going <br />process of cleaning and monitoring. All personnel are courteous, <br />responsive, and appear to be acting in good faith. Weather <br />conditions at this time of year are a limiting factor in the speed <br />and success of remediation efforts. <br />Within the next week, Colowyo will be submitting a Minor <br />Revision detailing the measures that will be implemented to ensure <br />the proper functioning of the diversion ditch around the Gossard <br />Loadout while at the same time allowing remediation and monitoring <br />efforts to proceed. <br />
