Mount DEC 09 <br />Reclamation Specialist 1991 <br />Colorado Mined Land Reclamation Division Mined <br />215 Centennial Building Land <br />1313 Sherman Street Reclamation Divisior. <br />Denver, Colorado 80203 <br />Re: Notification of Texaco Oil Spill <br />into Colowyo's Diversion Ditch around <br />the Gossard Loadout and into Wilson Creek <br />Dear Mr. Mount, <br />As per our telephone conversations, Colowyo would like this <br />letter to serve as formal notification of the above mentioned <br />incident. <br />Chain of Events <br />November 21 - At approximately 1:00 pm, Ken Dutt of Texaco <br />came to Colowyo's office to inform Colowyo of a Texaco oil spill on <br />Colowyo property. I accompanied Ken to the spill location. A <br />rupture in the Wilson field oil gathering pipeline had occurred at <br />a location approximately 50 feet up gradient from the Colowyo <br />diversion ditch. Oil flowed down gradient to the diversion, and <br />then followed the diversion along its entire length to its junction <br />with Wilson Creek (see map). Texaco stated that no oil entered <br />Wilson Creek and that the entire spill was contained in Colowyo's <br />diversion ditch. Several contractors were on site working on <br />building access roads, dams in the diversion to stop oil migration, <br />excavation and repair of the ruptured pipeline, and suction and <br />removal of free standing pools of oil. The weather was cold with <br />approximately 8 inches of snow on the ground and intermittent <br />heavy, wet, snow showers. <br />November 22 - Texaco began washing the lower end of the <br />diversion with hot water and sucking up the resulting fluid mixture <br />which will be trucked to the Wilson Oil Camp to be refined. <br />Repairs to the ruptured line are in progress, but all work is <br />hampered by the snow and mud. <br />
