Comparisons between reclaimed and undisturbed areas, in order to demonstrate <br />that success criteria of 4.15.8, 4.15.9, or 4.15.10 have been met, are outlined in <br />Appendix B. <br />5. The Division approved the reference areas which the applicant has selected based <br />on the requirements of Rule 4.15.7(3). <br />The reference areas will be utilized to determine revegetation success in a manner <br />which the Division finds acceptable. (4.15.7(4)). <br />7. The Division finds that shrub density of 2,000 stems per acre is appropriate for <br />cover in woody vegetation communities. (4.15.8(3) and (4)). <br />8. The Division finds that a density of 90% of the approved standazd with 90% <br />statistical confidence is appropriate. (4.15.8(7)). <br />XII. Post-mining Land Use <br />The Division has reviewed the information submitted in Section B and pages A-1, and F- <br />1. The existing and pre-mining land uses of the permit and adjacent aeeas aze grazing and <br />wildlife use. The applicant proposes to restore the mined azea to rangeland and wildlife <br />habitat. Comments from the surface owners endorse the restoration of the mined areas to <br />rangeland and wildlife habitat. The Division finds this land use can be feasibly restored <br />based on the revegetation plan proposed by the applicant and based on successful <br />reclamation efforts by adjacent coal operators. <br />Pursuant to Rule 2.07.6(2)(e), the Division approves the post-mining land uses of <br />rangeland and wildlife habitat. The land use meets the criteria of Rule 4.16.3. <br />XIII. Protection of Fish, Wildlife and Related Environment Values <br />The Division has reviewed the fish and wildlife resources and fish and wildlife <br />management plan contained in Section K of the permit application. <br />The wildlife species which has the largest potential of impact is the sage grouse. The <br />applicant has proposed several mitigation measures to insure that detrimental effects to <br />this species are minimized. <br />The existing power and telephone lines on site have been constructed to minimize the <br />Bourg Strip Mine.
