groundwater table. This map, in conjunction with a map of the reclaimed surface
contour, delineates those areas suitable for isolating the oxidized coal.
XI. Revegetation
The applicant has proposed a revegetation seed mix composed of predominantly native
grasses, fortis, and shrubs, and provided the required justification for the use of the two
introduced species in the seed mix. The permit application contains a discussion, Section
F, page 9, of the introduced species.
The applicant has stated that no pest or disease control will be used on site. Noxious
weeds will be controlled according to Colorado State University Extension Service
recommendations. Weed control measures will be previously approved by the Division
before implementation.
The operator has committed to conducting a biennial revegetation monitoring program.
The details of the program are outlined in Walden Coal Company's response to
Stipulation 5 of the 1983 permit approval and in Section F of the permit.
In several aeeas of the permit, the applicant has stated that Division regulations will be
superseded by Bureau of Land Management regulations with respect to the haul road
across Bureau of Land Management surface. The BLM has agreed to accept Division
requirements for reclamation and revegetation.
The operation is in compliance with the requirements of this Section.
The Division approved the use of introduced species in the reclamation seed mix.
The applicant has submitted information which shows that the introduced species
aze desirable and necessary to achieve the approved post-mining land use, and aze
not poisonous or noxious. The permit application contains a discussion, Section
F, page 9, of the introduced species. (4.15.2).
2. The Division approved the use of a mulch of 2 tons/acre of straw as a means to
meet soil stabilization requirements. (4.15.4).
3. Methods to measure herbaceous cover and production, species diversity, and
woody plant density are discussed in Appendix B of the permit. These techniques
include the use of two reference areas to determine reclamation success.
Sampling studies were designed to quantify species composition, cover,
frequency, and density for the two vegetation types. Herbaceous layer
productivity studies in both community types were conducted using a harvest
method. Shrub cover, frequency and density were obtained using the Lindsey
Bourg Strip Mine. C-81-021 24 August 4, 1998
