contained in the application verified that the location, design, construction, drainage, <br />surfacing, maintenance, and reclamation of the roads were planned with the consideration <br />of the design and performance standards of Rule 4.03.1. <br />It should be noted that Rule 4.03.1(4) contains specific designs for the spacing of culverts <br />on haul roads. The applicant was incompliance with the spacing requirements, with the <br />exception of the first 3300 feet of the haul road. The Division granted a variance from <br />the requirements of Rule 4.03.1(4)(3)(vi) for this road segment. <br />The haul roads at the mine were certified by a registered professional engineer that they <br />were constructed according to designs contained in the permit application. <br />B. Light-Use Roads <br />Two types of light-use roads are used at the mine. The first type consisted of pit roads, <br />which changed frequently with the pit configuration. These have all been reclaimed. <br />The second type of light-use road is the "perimeter" road. This road is required by BLM <br />to act as a buffer between the mine and surrounding BLM lands. The road is used only <br />for periodic monitoring and inspections, and it will be retained. The design, location, <br />drainage, surfacing, construction, and reclamation plans for these roads aze more than <br />adequate to meet the performance standards of 4.03.3. <br />II. Support Facilities -Rule 4.04 <br />The mine has reclaimed the majority of structures on site with the exception of a <br />domestic well, septic system, perimeter fence, gravel yazd and concrete building <br />foundation. Mrs. Ida B. Peep, the original land owner, requested that these structures be <br />left. This was approved on October 31, 1988 in minor revision No. 5. <br />The mine facilities, coal handling structures, and support facilities Sections of the <br />application were reviewed by the Division for compliance. This information can be <br />found in Section D of the permit application. <br />All structures and facilities were designed and have been reclaimed in accordance with <br />the applicable performance standards. <br />III. Hydrologic Balance -Rule 4.05 <br />Hydrologic information for the Bourg Strip Mine is located in Section I, pages 1 through <br />31, and supporting information and designs are located in Appendix A of the application. <br />Bourg Strip Mine.
