-1- <br />Introduction <br />This document is the approval package prepared by the Colorado Mined Land <br />Reclamation Division (Division) for the Bear mine. The document contains the <br />Proposed Decision to Approve the Permit Application; a summary describing the <br />history of the review of the permit application, the environment affected by <br />the mining operation and the mining and reclamation plan; and the Division's <br />written findings of compliance required by the Colorado Surface Coal Mining <br />Reclamation Act. Detailed information about the review process can be found <br />in the Act and the Regulations of the Colorado Mined Land Reclamation Board <br />for Coal Mining. All Rules referenced in this document are contained within <br />the Regulations. Detailed information about the proposed mining and reclamation <br />operation can be found in the permit application on file (number C-033-81) in <br />the public record maintained by the Division at 1313 Sherman Street, Room 423, <br />Denver, Colorado and at the Office of the Clerk and Recorder, Gunnison County <br />Courthouse, Gunnison, Colorado. <br />
