-20- <br />Fourth,the Division requested documentation of a total flow amount of 65 gallons/ <br />minute for the eleven springs in the permit and adjacent area, individual spring flow <br />rates and a map providing the location of each spring. This information was provided, <br />and incorporated into the application. <br />Fifth, the Division requested additional information on uses of ground water in the <br />permit and adjacent area, including information on quantity and quality of springs. <br />This information was provided to the Division, and incorporated into the application. <br />In the May I5, 1981 P.A.R., the Division requested a mine inflow study for the <br />Bear No. 1 and No. 2. Also, the Division requested a fracture lineament map in <br />order to assess the probability of vertical migration of ground water through <br />fracture and fault zones. The applicant provided a fracture map of the permit and <br />adjacent area. The applicant stated that the mine operation has experienced no <br />mine inflows. Furthermore, the Bear No. 1 and No. 2 operations will cea se and <br />the portals will be sealed during the summer of 1982. However, such information <br />is still applicable for the proposed Bear No. 3 operation. <br />In order to assess the quantity, quality, and source of any future mine inflows <br />in the Bear No. 3 mine, and in order to assess the impacts of the mine workings <br />on the hydrologic balance within the mine plan and adjacent areas, the Division <br />is requiring the following stipulation to the permit: <br />STIPULATION NO. 4 <br />THE APPLICANT SHALL SUBMIT TO THE DIVISION AN ANNUAL REPORT OF INFLOWS, <br />DISCHARGES AND CONSUMPTION OF WATER WITHIN TXE MINE. THIS REPORT IS TO INCLUDE A <br />MINE WORKINGS MAP SHOWING TXE LOCATION RND QUANTITY OF INFLOWS; A TABLE KEYED <br />TO THE MINE MAP WHICH SHALL CONTAIN THE SOURCE (i.e., FAULT, FRACTURES, ETC.) <br />QUANTITY, DURATION, RND QUALITY (i.e., pX, ELECTRO-CONDUCTIVITY AND TEMPERATURE) <br />OF ALL INFLOWS; A TABLE CONTAINING RECORDS OF WATER DISCHARGED FROM THE MINE, <br />CONSUMED IN THE MINE AND IMPORTED FOR USE WITHIN THE MINE; A DISCUSSION OF THE <br />WATER BALANCE WITHIN THE MINE; AND FINALLY, A PROJECTION OF HYDROLOGIC IMPACTS <br />OF MINING IN THE UPCOMING YEAR. <br />A number of other questions raised by the Division regarding protection of the hydro- <br />logic balance and water rights issues associated with the Bear No. 1 and No. 2 <br />operation are no longer pertinent to the current situation, due to the fact that <br />mining will cease at the No. 1 and No. 2 mines in June of 1982, and reclamation will <br />be essentially completed by fall of 1982. Monitoring of existing alluvial wells <br />wi1Z be continued following reclamation. <br />The following concern was raised by the Division in the adequacy letter of January <br />18, 1982, and relates specifically to the Bear No. 3 application. <br />Previous alluvial monitoring data collected by Bear Coal Company at the Bear No. 1 <br />surface facilities area, as well as hydrology data collected by AP.CO for the <br />Mt. Gunnison No. 1 mine has been incorporated into the application and reviewed <br />by the Division. The Division requested additional data in order to further <br />define the alluvial aquifer and monitor potential impacts in the vicinity of <br />the proposed Bear No. 3 facilities area. The applicant installed three monitoring <br />wells and has conducted a pump test, submitted one quarter's water quality data <br />with water levels, and provided a map indicating the horizontal extent of the <br />aquifer and water table levels across the permit area (see "Alluvial Ground Water <br />Hydrology of the North Fork of the Gunnison River -Bear No. 3 Operation"). <br />
