De I ~ CLAP,.ATION <br />Denver, Colorado 80203 P ~ of Natural Resources <br />Dear Dean: <br />The purpose of this correspondence is to request an exemption from the <br />requirement to pass runoff through a sedimentation dam from Eive areas of dis- <br />turbance associated with Utah International, inc.'s Trapper Mine. The five <br />areas are shown on the enclosed map as areas 1-5. <br />All but one of the five areas have previously been discussed with Division <br />personnel and were inspected by Roger Funston and Gerald Zimpfer during [he last <br />State inspection of the mine on April 15. Area 2 was, in fact, described in <br />Trapper's compliance plan of April 28, 1978, when we made our original formal <br />small area exemption request. <br />Each of [he five sites is characterized as follows: <br />Area 1 <br />This is a storage site Eor an ANFO silo. It's an area where the topsoil <br />has been salvaged and a level pad prepared for trucks [o drive onto. The entire <br />storage area encompasses 0.2 acres which drain northwest into an unnamed drain- <br />age. This disturbance represents .02% of the 895 acre drainage i[ sits in. Out <br />of the 895 acres in the drainage, runoff from 661 acres is treated before leav- <br />ing [he permit area by passing through our Coyote Dam. <br />Area 2 <br />This is an area where mining "dayligh[ed" a[ the upper end of our Derringer <br />Pit resulting in 14.3 acres of disturbance that drain to [he south [o [he <br />Williams Fork River. As is evident from [he map, the disturbance is at the very <br />crest of the divide and therefore, no runoff originates above to run through i[. <br />Runoff occurs only as a direct result of precipitation. This disturbance repre- <br />sents about 3.5% of [he 404 acre drainage i[ occurs in. Moreover, most of the <br />runoff Erom the site must first pass through a small stock pond located near the <br />downslope toe of the disturbance within our permit area. All of the disturbance <br />draining to the Williams Fork has been regraded to the approximate original con- <br />tour and will be retopsoiled and reseeded this year. In addition, a land <br />imprinter will be run over the site after seeding to minimize runoff. <br />IC should be noted [h a[ because of [he steep, deeply incised drainage, <br />construction of a sediment dam and access road would result in significantly <br />more disturbance than presently exists. <br />Yip . <br />
