<br />ROADS NOT WTTHiiN DISTURBED AREAS CERTIFICATION <br />This certification covers the following roads: the section of Haul Road 4 above the upper <br />dip section on Coal Canyon to Pond 11 area, the portion of Haul Road 4 sloping to the <br />upper dip section and down to the road crossing with two culverts, the dip section of Haul <br />Road 3, Haul Road 5 from the SE collection ditch on CRDA-1 down to the Coal Canyon <br />channel and Haul Road 6, the portion of Access Road 2 between Pond 7 and the <br />intersection with the existing frontage road, the portion of Haul Road 2 sloping to the dip <br />section and Access Road 3 to the 2 West Portals and the fan. Haul Road 4 follows a <br />portion of the BLM public access road that leads up Coal Canyon. The section of the <br />road from the upper dip crossing to just above Pond 11 has not been upgraded for CRDA- <br />3 and has a road width that is consistent with the remaining section of the BLM public <br />access road. The dip sections of both Haul Road 2 and Haul Road 4 refer to the portions <br />that slope to the crossing of Coal Creek only. The section of Haul Road 4 from the upper <br />dip section down to the crossing with the 2 large CMP culverts provides access to either <br />CRDA-2 or up Coal Canyon via the BLM public access road. The dip section of Haul <br />Road 3 is that section of the road to the 1JTL that does not report to a sediment control <br />structure such as a pond or bermed area. The section of Haul Road 5 from the point <br />where the southeast collection ditch flows away from the road down to the Coal Canyon <br />channel provides access either to CRDA-1 or a channel crossing to CRDA-2. Haul Road <br />6 provides access from Haul Road 4 up to CRDA-2. Access Road 2 provides access to <br />the north decline area from the Interstate 70 frontage road. This certiflcation covers that <br />section from the intersection with the frontage road through the gate to a point that is <br />adjacent to Pond 7. Access Road 3 provides access to the 2 West Portal and south fan <br />areas of the Roadside South Mine. This certification applies to the section of the road <br />from the gate on the semi-public road to the south fan area. The remaining portion of the <br />road from the left hand turn to the fan to the 2West portal area is being excluded because <br />the road classification is being changed to a Gght use road. <br />Haul road construction dates are Haul Road 4 -1980; Haul Road 3 - 1980 and 1981; <br />Haul Road 5 - 1982; and Haul Road 6 -1985. Access Road 2 was built in 1975 for the <br />North Decline Area. Access road 3 was established in 1983 by following an existing <br />BLM access road. Additional work was done on the road in 1992. The records of <br />construction specifications followed for the above roads or portions of roads are included <br />in Table 13-2 and are incorporated by reference. Drainage from these areas does not <br />report to a sediment pond. Current observations indicate that the roads have been <br />constructed to be sufficiently durable for the volume, weight and speed of traffic using <br />the road. <br />1, William P. Balaz Jr., P.
