Box 1430 <br />Palisatle, Colorado 01526 <br />(970) 464-7951 <br />Fax (970) 464.7101 <br />This certification covers the following roads: the section of Haul Road 4 above the upper dip section on <br />Coal Canyon to Pond I I area, the portion of Haul Road 4 sloping to the dip section, the portion of Haul <br />Road 2 sloping to the dip section attd Access Road 3 to tttc 2 West Portals and the fan. Haul Road 4 <br />follows a portion of the BLM public access road that leads up Coal Canyon. The section of the road from <br />the upper dip crossing tojust above Pond I I has not been upgraded for CRDA-3 and has a road width that <br />is consistent with the remaining section of the BLM public access road. The dip sections of both Haul <br />Road 2 and Haul Road 4 refer to the portions that slope to the crossing of Coal Creek only. Access Road 3 <br />provides access to the 2 West Portal and south fan areas of the Roadside South Mine. This road extends <br />from asemi-public road near the Palisade Water Treatment Plant to the 2 West Portals and fan. <br />Haul Road 4 tvas constructed in 1980 while Haul Road 3 was constructed in 1980 and 1981. Access road 3 <br />was established in 1983 by following an existing BLM access road. Additional work was done on the road <br />in 1992. There are no records of construction specifications followed for the above roads or portions of <br />roads. <br />The dip sections of Haul Roads 2 & 4 have a gravel surface. The remaining roads have a surface of native <br />materials. Drainage from these areas does not report to a sediment pond. Current observations indicate <br />that the roads have been constructed to be sufficiently durable for the volume, weight and speed of traffic <br />using [he road. <br />I William P. Balaz Jr., P. E., have inspected the above noted section s of Haul Road 4, Haul Road 2 and <br />Access Road 3 and 1 hereby certify that to the best of my knowledge and belief, the roads have been <br />constructed in accordance with applicable performance standards and design criteria. <br />
