I' ~ • • <br />ENFORCEMENT <br />One enforcement action has been issued since the Permit Renewal: <br />NOY C-89-014; Failure to Provide Storage for 10-year, 24-hour runoff event in <br />Pond P-9. Issued June 8, 1989, terminated June 27, 1989. <br />BONDING <br />The bond for the North Thompson Creek Mine has been reviewed as part of this <br />mid-term review. The Division is currently holding $393,000 in bond for the <br />operation, which is deemed sufficient to reclaim the remaining disturbances at <br />the mine site, haul road, and loadout. <br />REQUEST FOR TECHNICAL REVISION <br />There has been no change in the operation since the Permit Renewal in <br />August, 1988, however two Rule changes have received final approval from the <br />Office of Surface Mining and at least one will have to be addressed through a <br />Technical Revision to the approved permit. <br />New Rule 1.04(83a) contains an expanded definition of "Ownership and Control" <br />of a permittee, and the Identification of Interest Rules (2.03.4) have been <br />modified to require the names, addresses, and employer identification numbers <br />of all persons meeting that definition. A copy of the new rules is included <br />with this document, If MINREC, Inc. has any additional persons meeting the <br />definition of owner or controller, the permit application must be updated. If <br />there are no additional owners or controllers, please submit to the Division a <br />statement to that effect. <br />New Rule 4.05.6(3)(d) and 4.05.6(3)(e) now require either separate primary and <br />emergency spillways on each sediment pond, or a combination spillway only in <br />the form of a non-erodible open channel. A copy of these regulations is <br />included with this document. The design for Pond P-9 at North Thompson Creek <br />includes only a single CMP spillway, and should therefore be modified by <br />Technical Revision. <br />The requested Technical Revision should be submitted to the Division as soon <br />as possible, so that on-the-ground modifications can be made by the required <br />date of September 1, 1991. <br />5860E/scg <br />
