Banta, Director <br />May 27 , 1991 <br />North Thompsm Creek Mine (C-81-025) <br />HISTORY OF THE REVIEW PROCESS <br />On August 15, 1983, the North Thompsm Creek Mines were issued permanent <br />program permit num5er C-81-U25 fora five-year term. A complete application <br />for permit renewal was received by the Division on February 16, 1988, and the <br />renewal was canpleted on August 26, 1988. On January 3, 1990 the Division <br />approved a Request for Transfer of Coal Permit and Succession of Operator, <br />from Snowmass Coal Company to MINREC, Inc. of Grand Junction, Colorado. <br />Previous analyses of the North Thompsm Creek permit include the original <br />permitting review, mid-term review for the first permit term, the permit <br />renewal, and minor and technical revision applications. File No. C-81-025 <br />contains the specifics of these reviews. <br />DESCRIPTION OF THE ENVIRONMENT <br />The mine site and loadout were reclaimed in 1986 and 1987, and Phase I bond <br />release for back filling and grading of the entire site was granted by the <br />Division in March, 1988, In May, 1988, the hillsiae adjacent to the Number 1 <br />Mine portals was breached by mine water which is now treated by a series of <br />three ponds. In addition to a percentage of the original bond not released in <br />Phase I, the Division holds bond for reclamation of the water treatment system <br />and of a portion of the paved haul road which remains in place, <br />STATUS OF STIPULATIONS <br />No Stipulations were in effect at the time of Permit Renewal in August, 1988, <br />and none have been added to the permit since. <br />REVISIONS <br />The following revisions have been submitted to the Division since the Permit <br />Renewal: <br />MR 6 Add Ditch design to permit Approved 7/17/89 <br />MR 7 Noxious weed control plan Approved 8/14/89 <br />MR 8 Revise NPDES permit Approved 10/12/89 <br />MR 9 Install pipeline across reclaim Approved 6/01/90 <br />TR 9 Long pond, mine water treatment Approved 7/28/89 <br />TR 10 Post-mine land use, haul road Withdrawn <br />
