SUMMARY The Review Process, Description of the Environment and Description of the Operations and Reclamation Plan The Review Process Colorado Yampa Coal Company (CYCC) currently holds Permit No. C-81-071 for the Eckman Park tAine, Mine 1 and Mine 2 which are adjacent surface mining operations in Routt County, Colorado. On December 22, 1986, CYCC submitted an application for a permit revision to substantially revise the approved post-mining contours within portions of Eckman Park. The revision was deemed complete on January 2, 1987. CYCC has completed mining at Mine 1 and Mine 2 and those areas have been backfilled and revegetated. Mining and reclamation operations have been concentrated primarily within Eckman Park since 1980, and the applicant projects that mining and reclamation approved under the current permit would be completed in Eckman Park by 1988. The existing approval document for the current operation is the Office of Surface Mining's (OSM) February 1980, approval with stipulations for a major modification to the Surface Mining and Reclamation Plan for Energy Fuels Corporation's (prior owner) Mine 1, Mine 2 and extension into Eckman Park (Permit No. C-79-177). The Technical Environmental Analysis (TEA) prepared by OSM was adopted by the Division as the approval document. Associated with the TEA is an addendum prepared in conjunction with a technical revision application dated September, 1985, which allowed mining within a 30 acre tract of previously unleased Federal Coal. The addendum to the TEA updated the status of the operation and documented compliance with the Act. For administrative purposes, the Division subsequently issued Permit C-81-071 to CYCC for Eckman Park, Mine 1 and Mine 2. The permit expired on December 14, 1986. CYCC applied fora permit renewal on June 13, 1986 and it is anticipated that the renewal will be issued subsequent to final approval of the post-mining contour revision. Review of the renewal application has proceeded concurrently with review of the revision application as reflected by the structure and content of this document. The current review process was initiated with the June, 1986, renewal application submitted by CYCC. Adequacy letters addressing concerns identified by the Division, OSM, and the Bureau of Land Management (BLM) were sent to the applicant on August 22 and August 29, 1986. Preliminary adequacy comments regarding the permit revision application were sent to the applicant on March 5, 1987. Follow up review letters addressing remaining concerns were sent to CYCC on May 4 and June 16, 1987. Information submitted in response to those letters in addition to data and information contained in the original application has enabled the Division to prepare this document. -4-
