SUMMARY <br />The Review Process, Description of the Environment <br />and <br />Description of the Operations and Reclamation Plan <br />The Review Process <br />Colorado Yampa Coal Company (CYCC) currently holds Permit No. C-81-071 for the <br />Eckman Park tAine, Mine 1 and Mine 2 which are adjacent surface mining <br />operations in Routt County, Colorado. On December 22, 1986, CYCC submitted an <br />application for a permit revision to substantially revise the approved <br />post-mining contours within portions of Eckman Park. The revision was deemed <br />complete on January 2, 1987. <br />CYCC has completed mining at Mine 1 and Mine 2 and those areas have been <br />backfilled and revegetated. Mining and reclamation operations have been <br />concentrated primarily within Eckman Park since 1980, and the applicant <br />projects that mining and reclamation approved under the current permit would <br />be completed in Eckman Park by 1988. <br />The existing approval document for the current operation is the Office of <br />Surface Mining's (OSM) February 1980, approval with stipulations for a major <br />modification to the Surface Mining and Reclamation Plan for Energy Fuels <br />Corporation's (prior owner) Mine 1, Mine 2 and extension into Eckman Park <br />(Permit No. C-79-177). The Technical Environmental Analysis (TEA) prepared by <br />OSM was adopted by the Division as the approval document. <br />Associated with the TEA is an addendum prepared in conjunction with a <br />technical revision application dated September, 1985, which allowed mining <br />within a 30 acre tract of previously unleased Federal Coal. The addendum to <br />the TEA updated the status of the operation and documented compliance with the <br />Act. <br />For administrative purposes, the Division subsequently issued Permit C-81-071 <br />to CYCC for Eckman Park, Mine 1 and Mine 2. The permit expired on December <br />14, 1986. CYCC applied fora permit renewal on June 13, 1986 and it is <br />anticipated that the renewal will be issued subsequent to final approval of <br />the post-mining contour revision. Review of the renewal application has <br />proceeded concurrently with review of the revision application as reflected by <br />the structure and content of this document. <br />The current review process was initiated with the June, 1986, renewal <br />application submitted by CYCC. Adequacy letters addressing concerns <br />identified by the Division, OSM, and the Bureau of Land Management (BLM) were <br />sent to the applicant on August 22 and August 29, 1986. Preliminary adequacy <br />comments regarding the permit revision application were sent to the applicant <br />on March 5, 1987. Follow up review letters addressing remaining concerns were <br />sent to CYCC on May 4 and June 16, 1987. Information submitted in response to <br />those letters in addition to data and information contained in the original <br />application has enabled the Division to prepare this document. <br />-4- <br />
