Since both projected root zone soil salinity and alluvial <br />ground water salinity would be below the 1500 umhos/cm threshold level for moderately <br />sensitive species, no production decrease would result. Data contained in Exhibit 43 of <br />Twentymile Coal Company's Foidel Creek Life-of--Mine Revision indicate that less than <br />3% of the relative vegetation cover on the Middle Creek AVF is composed of moderately <br />sensitive species. Therefore, significant decreases in crop production would not occur <br />unless salinity levels were double the projected values. <br />3. The proposed operation would preserve, throughout the mining operation, the <br />essential hydrologic functions of the alluvial valley floor. <br />As with the FoideUMiddle Creek confluence, the AVF would not be directly affected by <br />mining and since water quality effects would not result in material damage, the essential <br />hydrologic functions of flood irrigation and sub-irrigation would be preserved. <br />4. An environmental monitoring system is installed, maintained, and operated by the <br />petmittee on all alluvial valley floors during surface coal mining and reclamation <br />operations and will continue until all bonds are released in accordance with Rule. <br />3.
