supplying the AVF is projected to increase from approximately 600 umhosJcm to
approximately 1400 umhos/cm. Since both projected root zone soil salinity and alluvial
ground water salinity would be below the 1500 umhos/cm threshold level for moderately
sensitive species, no production decrease would result. Data contained in Exhibit 43 of
Twentymile Coal Company's Foidel Creek Life-of--Mine Revision indicate that less than
3% of the relative vegetation cover on the Middle Creek AVF is composed of moderately
sensitive species. Therefore, significant decreases in crop production would not occur
unless salinity levels were double the projected values.
3. The proposed operation would preserve, throughout the mining operation, the
essential hydrologic functions of the alluvial valley floor.
As with the FoideUMiddle Creek confluence, the AVF would not be directly affected by
mining and since water quality effects would not result in material damage, the essential
hydrologic functions of flood irrigation and sub-irrigation would be preserved.
4. An environmental monitoring system is installed, maintained, and operated by the
petmittee on all alluvial valley floors during surface coal mining and reclamation
operations and will continue until all bonds are released in accordance with Rule.
3. (4.24.4).
XVIII. Operations on Prime Farmland
No prime farmland exists within the permit area. Therefore, the requirements of this
section do not apply.
XIX.
