Further dilution of alluvial waters would be provided by <br />Trout Creek irrigation drainage water. <br />Since Trout Creek irrigation water supports the critical function of the alluvial valley <br />floor and [he Trout Creek waters would not be affected by the proposed operations, <br />material damage to the quality of water supplying the AVF would not occur. <br />3. The proposed operation would preserve, throughout the mining operation, the <br />essential hydrologic functions of the alluvial valley floor. <br />The essential hydrologic functions of the confluence AVF are flood irrigation primarily <br />and, to a lesser extent, sub-irrigation, and both functions would be preserved. As <br />discussed previously, the AVF is outside the proposed permit azea and would not be <br />directly affected by mining. Flood irrigation on the AVF is by diversion of Trout Creek <br />water which would not be affected by the proposed operations. Sub-irrigation does not <br />play a major role in maintaining the agricultural productivity of the AVF, but the quality <br />of alluvial ground water would be maintained above the material damage suspect level of <br />3000 umhos/cm due to the fact that aquifer rechazge occurs primarily in the spring and <br />early summer when stream salinity levels aze lowest, and the alluvial water would be <br />further diluted by the low salinity Trout Creek irrigation drainage water. <br />Upper Middle Creek <br />Map 6 of the original C-81-071 permit document identifies two separate alluvial bodies <br />located several miles upstream from the Foidel Creek/Middle Creek confluence which <br />have been determined by the Division to meet alluvial valley floor criteria based on <br />existing and potential flood irrigation and a presumed capability to support sub-irrigated <br />vegetation. The required findings for the upper Middle Creek alluvial valley floor are set <br />forth below. <br />1. The proposed mining operations would not interrupt, discontinue, or preclude <br />farming on the alluvial valley floor. <br />The AVF would not be directly disturbed by mining operations or associated facilities. <br />2. The proposed mining operations would not cause material damage to the quantity <br />or quality of surface and ground water that supply the alluvial valley floor. <br />Approximately 300 acres of reclaimed land in the northeast portion of Mine 1 drain into <br />Middle Creek, and thus the potential exists for water quality changes that could affect the <br />identified alluvial valley floor located on Upper Middle Creek downstream from [he <br />permit area. Based on azealdischarge relationships developed for spoil aquifer springs at <br />Mine 1 and Eckman Park, flood irrigation water salinity is projected to increase from <br />approximately 500 umhos/cm to 900 umhos/cm, and the salinity of alluvial water <br />37 <br />
