The applicant will conduct monitoring of ground water in a manner
approved by the Division. The ground water monitoring plan can be
found in Exhibit 8 of the Permit Renewal binder (4.05.13(1)).
2. The applicant will conduct monitoring of surface water in a manner
approved by the Division. The monitoring plan was submitted under
2.05.6(3)(b)(iv) and includes monitoring under NPDES permit CO-
0027154 for Pond dischazges as well as additional surface water
monitoring outlined in Exhibit 8 of the Permit Renewal binder
(4.05.!3(2)).
IV. Topsoil
Replaced stockpiled soils will be chisel plowed in addition to contour furrowed. These
soils will be drill seeded as soon as practicable following topsoil replacement. Under
certain conditions, where necessary to control erosion, such as between graded spoil and
topsoil or on long steep slopes, diversion ditches would be constructed.
V. Sealine of Drilled Holes and Underground Openings
The Division will require that each hole, well or other underground opening be capped,
sealed, backfilled, or otherwise properly managed (4.07.3).
VI. Use of Explosives
The explosives azea at CYCC has been transferred to the Foidel Creek Mine,
Permit No. C-82-056. No explosives have been used at the Eckman Pazk complex
within the last permit term (1991-1996), at the least. The requirement to have 3 years of
blast records filed with the public files at the mine site expired in November of 1992.
Therefore, the requirements of this section no longer apply.
VII. Disposal of Excess Sgoil
To accommodate the mine plan and pit development and to facilitate the restoration of
the approximate original contour, two excess spoil piles were proposed. Excess spoil pile
No. 1 is located in Sections 7 and 8 in TSN, R86W and excess spoil pile No. 2 is located
in sections 13 and 18 in T4N, R86W. Both aze located in the Eckman Park azea along
the slopes of the Foidel Creek drainage south of Pinnacle Peak. Their locations are
depicted on Map 9a "Hydrologic Features and Sediment Control." Engineering and
design information is located in Exhibit 9. Each is protected from surface runoff by 100
yeaz diversion ditches designed as outlined in Figure 32 of the permit. Quarterly
inspections required during construction were discontinued during 1985 as both piles
were complete, vegetated and stable.
22
