<br />-2- <br />Summary of the Review <br />Process <br />Enron Coal Company has applied for partial bond release under the Colorado <br />Surface Coal Mining and Reclamation Act for backfilling and grading work <br />completed at the Meeker Area Mines. The mines are located in Rio Blanco <br />County, approximately 6 miles north of Meeker, Colorado, in portions of <br />Sections 16, 20, 28, and 29, T2N; R93W. Additionally; a loadout is located in <br />Moffat County; approximately seven miles south of Craig, Colorado, in portions <br />of Sections 29 and 30, T6N, R91W. The operator has requested that 60 percent <br />of the bond applicable to the mine area, and the remaining 40 percent <br />applicable to the loadout area be released. <br />On May 8, 1985 the Division received a request from Northern Coal Company for <br />partial bond release on the Wilson-Loudy Loadout. A 60 percent release was <br />requested for backfilling and grading of the site. On September 12, 1985 the <br />Division issued a proposed decision to approve this request. No comment was <br />received and the decision became final. However; the operator has never <br />submitted a rider to reduce the amount of bond held by the Division. <br />On January 21, 1987, the Division received a request for partial bond release <br />for backfilling and grading on the Northern No. 1 and Rienau No. 2 Mine sites, <br />and complete release on the Wilson-Loudy Loadout. The total amount of bond <br />release requested was 5575,600;00. This request was found to be complete on <br />February 24, 1987. <br />On July 14, 1987 a site inspection was held in accordance with <br />Rule 3.03.2(1). Present were representatives of the Division, Enron Coal <br />Company, the Office of Surface Mining, and the Rio Blanco County Weed <br />Association. <br />~ ~6 <br />~~ ~~ 5 <br />
