05!18/2006 10:17 8015242878 SINCLAIR ENGINEERING PAGE 02/13
Si~rtlafr
..1~
Water Quality Control Division May 11, 2D08
Engineering Section
4300 Cherry Creek Drive South
Denver CO 80246-1530
To whom lY may concern:
Sinclair Transportation Company experienced a release of product from ks
Medicine Bow Pipeline on May 8th, 2006. The release occurred In the NE Y. of Section
17, Township 2 South, Range 67 West, Adams County. This location Is Just south of
104"' Avenue, on the west side of the South Platte River. The release was caused by an
attempied tap of our plpeAne by an unknown third party. This attempted tap caused a'iG"
long hairline crack of the pipe body. Thi; leaking pipe was discovered during a scheduled
relocation project by Sinctair's maintenance crews,
It is unknown at this time how long the pipeline had been leaking. The leak was
characterized as a fine mist of gasoline. The pipeline transports finished petroleum
products, primarily gaselfne, aRhough some diesel fuel has been shipped over the years,
The leak was discovered on May 9"' at 2:45 p.m. It was reported tv the CDPHE
Spill Reporting Hotline at 3:42 p.m. (incident number 2006-411).
Following discovery, the block valve located just 25' north of the leaking pipe was
closed. The pipeline was not operating at the time - it had been shutdown on May 4'" as
per the pipeline schedule. The motor operated valve at Sinclair's Terminal, located on
96~' Avenue, was opened by the Sinclair control center to relieve any pressure on the
line. A vacuum truck was dispatched to the scene and approximately 800 gallons of
gasoline was removed form the pipeline at the block valve. This eliminated any more
product from escaping from the pipeline. During this drain in procedure the leaking
gasoline was contained by absorbent pads.
Approximately 110 cubic yards of contaminated soil was removed from the
immediate area around the leak site and temporarily stored on plastic. This soli was
sampled and testing is ongoing so that disposal of the soil can be arranged. No product
reached the South Platte River. No contaminated soil was observetl more than 2 feet
above the pipe. The pipe was buried to a depth of 5'.
Sinc/airPipeiine Company
P.O. 110X 185, SIM:LAIR.
