These reviews were conducted in' <br />response to a request from your office to provide technical <br />support in evaluating the proposals. <br />We have the following concerns with Colowyo's plans for <br />construction of subdrains within the fills: <br />1. No mention is made of using only durable rock fill in the <br />drains. <br />2. It appears that the drains could become clogged and <br />contaminated with nondurable material by surface water <br />infiltration as well as during the consolidation phase of <br />the fills. Use of a filter (such as filter fabric) would <br />prevent this from happening. <br />3.
