This plan was in preparation <br />at the time of the Draft EIS. It has now been finalized and is provided in Appendix I of this Final <br />EIS. The Wildlife Mitigation Plan includes some elements previously addressed in the Draft EIS <br />(Section 2.2.5.6, Wildlife Recovery and Replacement Plan), plus additional mitigation measures. <br />The plan addresses four major areas of concern: mule deer, sage grouse, migratory birds, and <br />raptors. Modifications of the Wildlife Mitigation Plan may be necessary throughout the life of <br />the project and would be developed through consultation among American Soda, the BLM, and <br />the CDOW. <br />Mule Deer <br />Mitigation objectives aze to retain the integrity of habitat within the mine panels, accelerate <br />reestablishment ofdesirable vegetation, and provide off-site habitat improvements to compensate <br />for loss or disuse of mule deer habitat. The Wildlife Mitigation Plan includes the following <br />components for mule deer mitigation: <br />• Higher density pinyon juniper stands woiild be avoided during mine panel development. The <br />BLM would delineate habitats within the mine panel, and no surface disturbance would be <br />allowed in these areas until specifically approved by the BLM. <br />• Well field piping would incorporate a combination of overpasses and underpasses to <br />m;n;m;~r. potential restrictions on mule deer movement within and though the mine panels. <br />• Up to 20 percent of areas requiring reclamation would be dedicated to establishing woody <br />browse appropriate for mule deer wintering range. <br />• Pinyon pine would be selectively planted to break up remnant lineaz disturbance features and <br />more rapidly reestablish the continuity ofpinyon juniper stands. <br />2-I] <br />
