CNAPTERTWO <br />Agency Pireterred Altemattjlle <br />Process Monitoring <br />• The solution mining wells would be monitored by an automated system for pressure, <br />temperature, mass flow rate, fluid flow rate, and inflow/outflow density a.t 10-minute <br />intervals. <br />• Recycled water in the return line from the Parachute Site would be monitored, at a minirnum, <br />on a daily basis for: carbonate, bicarbonate, sodium specific gravity, temperature, pressure, <br />pH, iron, and conductivity. Quarterly samples would be analyzed for the parameters listed in <br />Table 2, and annual samples would be analyzed for the parameters listed in Table 3. <br />Quality Assurance/Quality Control <br />A Quality Assurance/Quality Control (QA/QC) Plan is included. American Soda would <br />maintain afull-time environmental coordinator who would assure adherence to the QA/QC plan. <br />Major components of the plan include: <br />• Standard operating procedures for sample collection, handling, and analysis <br />• Laboratory data validation including third-party review <br />• QA/QC sampling and analysis <br />• Corrective action measures to be enacted if deviations from baseline or established opernting <br />criteria occur <br />2.3.4 Soil Conservation, Erosion and Sediment Control, Reclamation, and Revegetation • <br />Plan (Reclamation Plan) <br />The Draft EIS included an executive summary of the Proposed Erosion Comrol, Reclamation, <br />and Revegetation Procedures (Appendix A of Draft EIS). This plan has bee~i revised and is now <br />part of the Agency Preferred Alternative. It is presented in its entirety as Appendix H. The Soil <br />Conservation, Erosion and Sediment Control, Reclamation, and Revegetation Plan (Reclamation <br />Plan) addresses activities associated with the well fields, surface facilities, and access roads. <br />Reclamation of the pipeline comdor is addressed separately in the Pipeline flan of Development <br />(Appendix F). The Reclamation Plan also does not include final reclamation and closure of the <br />plant site facilities, which would occur in the distant future and would be addressed by American <br />Soda and the appropriate agencies as the project nears completion. <br />The Reclamation Plan includes the following components: <br />• Executive Summary (Section 1), including the four principal types of activities used to limit <br />disturbance (planning and design, hydrologic protection, soil resource salvage and <br />reconstruction, and contemporaneous revegetation) <br />• Summary of disturbance types and facilities (Section 2) <br />Objectives and goals (Section 3.1) <br />• Use of BMPs (Sections 3.2, 3:3 and Appendix A) and descriptions of BDiIPs (Appendixes B, <br />C, D, and E) <br />2-10 <br />
