If, during the course of operations, previously unidentified cul-
tural resources are discovered, the applicant shall insure that
the site is not disturbed and shall notify the Regulatory Author-
Sty. The operator shall insure that the resource(s) is properly
evaluated in terms of the National Register of Historic Places
eligibility criteria (36 CFR 60.6). Should a resource be deter-
mined eligible for listing in consultation with the Regulatory
Authority and the SHPO, the operator shall confer with and obtain
the approval of the Regulatory Authority and the SHPO concerning
the development and implementation of mitigation measures as ap-
propriate. If previously unplanned surface disturbing activities
are necessary, the applicant shall submit a justification and
maps showing the proposed disturbance to the Regulatory Authority
for their approval prior to the commencement of these activities.
Additionally, the applicant has satisfactorily saapled areas that may be im-
pacted by subsidence at a future date.
Pursuant to Rule 2.07.6(2)(e), the Division finds the applicant will not ad-
__ _ versely affect any public owned park or place listed on the National Register---- - -
of Historic Plates. See SHPO letter in attachmen_ C for specific concerns.
IV. Geology - Rules 2.04.5 and 2.04.6(2)
The applicant has supplied a description of. the geology of the permit and ad-
jacent areas is Section 2.5 of Volume I of the aplicatioa. This section has
been reviewed by the Division to determine conformance with the Colorado Rules
and Regulations. A general overview of the geologic environment of the site
can be found in the Description of the Environment portion of this document. '
No development waste will be intentionally produced by this operation. Roof
falls will, for the most part, consist entirely of coal and will be shipped
out or will involve a small enough quantity of material to allow disposal in
the mine workings. If nay major roof fall occuzs which would necessitate dis-
posal outside of the mine, Salt Creek Mining Company has proposed to dispose -
of the material at the waste disposal site at the adjacent Plunger Canyon Hine. '
The applicant has provided a geochemical analysis of roof and floor material.
It is indicated by the data which was supplied that the material is sodic in
nature. The pH and sodium absorption ratio (SAR) of the material are high
relative to preliminary Division standards. Thesa conditions indicate that ''
the material may be substandard as a plant growth medium. Pb problems are
indicated by the soluble salt contents of the roof and floor material (see
Tables 2.1-4 and 2.1-5 of Volume I of the application). ~-
The site for the waste disposal pile in :iunger Canyon has not been approved by
the Division. Approval of this waste pile is contingent upon the approval of
any roof fall material at this site until the site has been approved by the
Division.
For the reasons just mentioned the following stipulation is necessary:
c~
