Box 225 <br />Florence, Colorado 81226 <br />Re: Report of Meeting, January 8, 1981 <br />Subjects: Dam D Area <br />Reclamation of Rex Carbon (Prospecting) Pit <br />Our File No. 19-48 <br />Dear Li: <br />The purpose of this letter is to confirm the results of our meeting last <br />week and to document the conclusions and decision we agreed to. <br />Regarding your plans to mine the Dam D area, Bob Liddle of our staff was <br />able to join us for a good discussion of the areas in which this Division <br />has found GEC's sediment control plan to require revision and/or recalula- <br />tion. Bob has enumerated most of these areas in his letter to you dated <br />January 8,1981. We were also able to agree that the diversion channel <br />needed to pass undisturbed runoff around sediment pond D will not require <br />the use of a culvert, but will be constructed and maintained as an open <br />ditch. This ditch construction will apparently cross the permit boundary <br />between GEC and Dorchester permit areas; this will require confirmation <br />on paper that this plan is acceptable to Dorchester Coal Company and that <br />GEC Minerals will assume full responsibility for complete reclamation. <br />We agreed that the area (and all dependent calculations) of the disturbed <br />drainage must be adjusted for the hydraulic length and that when the sediment <br />pond D is constructed, flow control structures may be required to ensure <br />efficient use of the sedimentation pond. <br />Regarding the reclamation of the "proppecting pit" (old Rex Carbon mine), <br />your letter of January 1, 1981 provides a great deal more information and <br />helps to resolve the deficiencies I identified in your plan. We did agree, <br />however, to the following additional modification: <br />1) The diversion ditch will be modified as required as soon as <br />1 ~~enough information is available from J.F. Sato Associates to do so intelli- <br />gently. This will be higtp~st priority. <br />2) GEC will make all reasonable efforts (weather permitting) to have <br />the exposed portals sealed by March 1, 1981; MLR will be notified a week in <br />advance of the first days work to enable concurrent inspections by MLR staff. <br />3) MLR staff will assist GEC with a field inspection of the proposed <br />
