Trapper Mining Inc.
Dear Mr. Luke:
The Division has reviewed the issue of "dozer basins" at the
Trapper Mine and their relationship to permitting requirements. The
Division understands that "dozer basins" are sediment control
depressions in spoil which discharge to a permitted sedimentation
pond. The Division wishes to state that such "dozer basins" are
required to be permitted. The permitting requirements are to follow
the August 8, 1994 Office of Surface Mining memorandum from Mr.
Russell F. Price of the Western Support Center to the Director df-
the OSM Albuquerque Field Office, and all applicable State of
Colorado Regulations.
The Division advises Trapper that the size, use and location of a
"dozer basin" will be factors used to determine whether the
permitting requirements follow the above-mentioned memorandum or
the more specific and detailed Section 4.05.9 of the regulations.
The Division would like these permitting requirements to be
submitted to the Division in a technical revision by October 15,
1996. Please contact the Division if you need further clarification
on the details of the permitting requirements.
