Long <br />Division Direc~or <br />RE: Permitting of Dozer Basins, Trapper Mine, Permit No. C-81-010, <br />Trapper Mining Inc. <br />Dear Mr. Luke: <br />The Division has reviewed the issue of "dozer basins" at the <br />Trapper Mine and their relationship to permitting requirements. The <br />Division understands that "dozer basins" are sediment control <br />depressions in spoil which discharge to a permitted sedimentation <br />pond. The Division wishes to state that such "dozer basins" are <br />required to be permitted. The permitting requirements are to follow <br />the August 8, 1994 Office of Surface Mining memorandum from Mr. <br />Russell F. Price of the Western Support Center to the Director df- <br />the OSM Albuquerque Field Office, and all applicable State of <br />Colorado Regulations. <br />The Division advises Trapper that the size, use and location of a <br />"dozer basin" will be factors used to determine whether the <br />permitting requirements follow the above-mentioned memorandum or <br />the more specific and detailed Section 4.05.9 of the regulations. <br />The Division would like these permitting requirements to be <br />submitted to the Division in a technical revision by October 15, <br />1996.
