It would be adequate to provide a <br />general or typical design plan that shows Chat .the use of the <br />structures will achieve the requirements of 30 CFR 816.a5(a) and <br />816.56, and that addresses the criteria listed above. An <br />adequate general design for SCM dozer basins would: <br />o delineate the area to be controlled by SCM doter basin(s); <br />o define limits on contributing watershed site for a single <br />SCM dozer basin, based on design runoff and sediment volume <br />as compared to the proposed SCM dozer basin volume; <br />o describe the size, con:iguration, and Construction method <br />for the SCM dozer basins; <br />o describe maintenance requirements, if any; <br />o predict the useful life of the SCM dozer basin and describe <br />and commit to a reclamation plan !or the structure(s); and <br />o any other information needetl to demonstrate compliance with <br />30 CFR 816.45 and 81G.56. <br />Tn summary, doter basins that are SCM's would have to meet the <br />sediment control measures regulations. The threshold between SCM <br />dozer basins and sedimentation ponds has not been clearly <br />defined, but would be based on the attributes listed above. The <br />threshold should be defined~on a mine-specific basis. The <br />determination whether a particular structure is an SCM sediment <br />control structure or sedimentation pond must be made in the <br />permit application prior to approval.,_o: constru____~ct_ion, <br />~ -- <br />
