u9/09/9S
..~
:;
15:20 $505 7662808 OSl1 ALEC: e;. »». CO/D!(G
~UU1 :~.
Generally it would not be necessary for an applicant to design
SCli dozer basins individually. It would be adequate to provide a
general or typical design plan that shows Chat .the use of the
structures will achieve the requirements of 30 CFR 816.a5(a) and
816.56, and that addresses the criteria listed above. An
adequate general design for SCM dozer basins would:
o delineate the area to be controlled by SCM doter basin(s);
o define limits on contributing watershed site for a single
SCM dozer basin, based on design runoff and sediment volume
as compared to the proposed SCM dozer basin volume;
o describe the size, con:iguration, and Construction method
for the SCM dozer basins;
o describe maintenance requirements, if any;
o predict the useful life of the SCM dozer basin and describe
and commit to a reclamation plan !or the structure(s); and
o any other information needetl to demonstrate compliance with
30 CFR 816.45 and 81G.56.
Tn summary, doter basins that are SCM's would have to meet the
sediment control measures regulations. The threshold between SCM
dozer basins and sedimentation ponds has not been clearly
defined, but would be based on the attributes listed above. The
threshold should be defined~on a mine-specific basis. The
determination whether a particular structure is an SCM sediment
control structure or sedimentation pond must be made in the
permit application prior to approval.,_o: constru____~ct_ion,
~ --
