I regret this and assure you that we will do our best to comply
properly and fully with your regulations in the future.
The next step, as I understand it, is for MOLIME to either rehabilitate the
upgrading measures on our present access road or provide justification to you
for the upgrading. Also, we should either rehabilitate some of our existing
disturbed areas or file a plan of operations with your office prior to
creating further land surface disturbances in excess of five acres.
During the past few months MOLIME has received inquiries from UMETCO, MKF,
AND Darryl Steele with respect to possible purchase of limestone products
from our Juniper Mountain site. These inquiries were our justification
for the initial access road, and we now desire to proceed to the actual mine
development stages. Actual production could commence as early as May, 1990.
The purpose of this letter is not only to acknowledge our responsibilities
but also to propose a procedure and time frame for our compliance activities
during the period January 1 through May 30, 1990. Hopefully we can establish
a better line of communication with your office and prevent a recurrance of
the recent misunderstandings. I would appreciate your comment on the following
proposed sequence of events by which MOLIME can properly prepare for operations
next summer.
1. Submit to the Colorado Mined Land Reclamation Board (with a copy to your
office) an application fora Technical Revision to our present Permit No.82-141.
This revision will include additions to the existing quarry site to provide for
the mining of rip rap and aggregate grade limestone materials.
2. Submit to the Colorado State Office of the BLM Certificates of Amended
Location which will have the effect of relinquishing portions of my placer
mining claims.
3. Submit a request to your office fora Materials Sale Contract so that
MOLIME can purchase rock products from specific portions of the relinquished
areas.
