SECTION lC{7I
STIPULATION 12 OF DRAFT
SENECA II-W PINDINGS DOCOMENT
An oil well is located within 500 feet of the proposed
blasting operation. The concern is damage to the well
casing and ignition of vented gas.
Peabody Coal Company intends to follow all safety precautions
to protect damage to the oil well. When within 500 feet
of the well, Peabody intends to follow the scale distance
formula W = (fi0)2to limit vibrations to the well. When
necessary, the vibration limits will be monitored with
a seismograph machine and blasting procedures will be altered
if vibration is excessive. Spacings and amount of stemming
will be adjusted when in this area to avoid vibration and
flyrock. Peabody Coal Company will contact the owner of
the well to see what limits of vibration the casings will
withstand.
To insure vented gas is not ignited from blasting, Peabody
Coal Company will change the type of explosive used on
the surface when in this area. Peabody will use a
non-electric trunk line delay system (Nonel) to tie in
shot on the surface. This is a non-exploding tube which
does not emit any sparks or source of ignition with the
exception of the detonator part, which will be covered
with earth before shot is fired. All detonating cord in
excess needed to tie in Nonel protruding from the blast
hole will be cut off. The remaining will be covered with
earth. No explosive material will be exposed.
WRP/jac
8/06/85
