Box 267 <br />Sturgis, Kentucky 42459 <br />Re: Characterization of Transformer Oils at the Apex Mine Substation. <br />Dear Mr. Canning: <br />This letter report summarizes the sampling methods and analytical results related <br />to the characterization of oils in the transformers at the Apex Mine substation. The <br />objective of this investigation was to assess whether the transformers contained <br />oils laden with polychlorinated biphenyls (PCBs). <br />INVESTIGATIVE METHODS <br />ACZ staff visited the Apex site on February 26, 1991. Power to the substation was <br />temporarily turned off during sampling. Lids of the six elevated transformers (T2- <br />T7) were removed and approximately 40 milliliters of sample collected from each. <br />Samples of oil from the five other transformers were collected from the drain cock <br />located at the bottom of each transformer. Figure 1, Transformer Location Map, <br />illustrates the locations of each of the 11 oil containing units sampled. <br />The oil samples were collected in laboratory supplied 40 milliliter glass vials with <br />teflon seals. A sample label was affixed to each vial. The samples were stored in <br />a cooler and transported immediately to ACZ Laboratories. A completed Chain-of- <br />Custody form, specifying the requested analytical parameters, accompanied the <br />samples to the laboratory and is attached for your records. The oil samples were <br />analyzed for Polychlorinated Biphenyls by EPA Method 8080. <br />No soil samples were collected since the site was covered with two feet of snow. <br />Therefore we don't know if any soil contamination exists. The substation was in <br />excellent condition and there was no visual evidence of oil leakage. <br />
