Applications, adjacent property owner notices, staff reports and <br />notices of public hearings before the District Planning <br />Commissions shall be given in the same time, place and manner <br />as provided for the County Planning Commission. <br />B. District Planning Commissions shall meet to review projects, or <br />portions of projects, located within their Districts, for <br />compliance with Neighborhood Zoning District Regulations and <br />Standards. <br />!' C. District and County Planning Commissions shall hold <br />simultaneous public hearings on projects located within District <br />boundaries, in whole or in part. At such joint public hearings, <br />the County Planning Commission Chairperson and the District <br />j Planning Commission Chairperson shall open the respective <br />~~ public hearings at the same time. Thereupon, the County <br />~! Planning Commission Chairperson shall then chair the joint <br />ii meeting through the duration of the public hearing. Joint public <br />~! hearings shall be conducted in accordance with the County <br />is <br />Planning Commission public hearing procedures. All <br />procedural matters shall be determined by the County Planning <br />~. Commission. Following the close of the public hearing, the <br />I~ chairs shall revert to the respective Commissions for their <br />! deliberations. The District Planning Commission shall first find <br />I whether the project complies with District standards and <br />~ regulations. Following the finding of the District Planning <br />Commission, the County Planning Commission shall proceed in <br />~~ the usual manner. In the event that a quorum of District <br />~ Planning Commissioners is not present, the County Planning <br />' Commission shall make the finding on behalf of the District. <br />The minutes and finding of the District Planning Commission <br />and the minutes and recommendation of the County Planning <br />i Commission shall be forwarded to the Board of County <br />~ Commissioners and made part of the record for the project. <br />D. Al] County regulations, not in conflict with neighborhood <br />zoning district standards and regulations, shall apply within said <br />districts, it being the intent hereof that the most restrictive <br />standards and regulations shall apply. , <br />
