Mr. Glenn Mallory <br /> Coal Ash Pilot Project Proposal <br /> July 8, 1998 <br /> Page 5 <br /> We believe the participation of Weld County Health and the Division of Minerals and <br /> Geology in the review and comment of this project is a forgone conclusion. The purpose of <br /> this initial probe was to narrow the focus of such a submittal to the essential elements of scope <br /> and concern. We believe CDPHE will play the lead role in the review of the relevant issues. <br /> Although previously omitted, it is our intent to assure all relevant agencies an adequate <br /> opportunity for review and comment of the actual project design and specifications. By <br /> perusing prior CDPHE review and comment, we believe we are liberating other limited <br /> agency resources to focus upon a unified field of issues while minimizing the potential to <br /> chase stray or marginal, even counter-productive issues and recommendations. <br /> As such, we trust CDPHE will remain the lead in any review and a home for future meetings <br /> or coordination of interagency review, comment and inspection. In this manner, the project <br /> should proceed in a more logical and integrated manner, while enhancing project review, <br /> comment and modification prior to start-up. We hope you agree. <br /> 16. I believe this comment does not require a response. <br /> In summary, I believe that the pilot project as proposed can be completed with minimal liability to <br /> all interested parties. The benefit of the project will be invaluable insofar it will provide reliable <br /> real world data from which governmental agencies and private industry can evaluate disposal <br /> options for coal ash, which is a national issue. We hope you concur with our opinion. <br /> We believe we need a meeting, which involves all interested parties to discuss issues of concern. <br /> It is our hope that a meeting will facilitate a timely decision to whether the pilot project as <br /> proposed can be conducted within a reasonable time frame.
