September 7, 1998 Environmental Planners, Scientists, and Engineers I I
Mr. Kent Gorham SEP 9 iy98
Colorado Division of Minerals and Geology I
1313 Sherman, ROOM 215 DIV. OF MINERALS
8 GEOLOGY
Denver, CO 80203
Subject: Scheduling of Refuse Disposal Area Maintenance, New Elk Mine, Picketwire
Processing C-81-012
Dear Mr. Gorham:
Picketwire Processing is notifying the Division with this letter of a schedule of maintenance
associated with the Refuse Disposal Area (RDA). Rains during July exceeded nine inches, and
runoff from the RDA has been exceptionally damaging. The expensive maintenance of gabions
along the perimeter ditches during the 1997 field season was non-productive, and now requires
wholesale replacement of the armoring. Picketwire proposes a number of actions to modify the
drainage regime and minimize the source of the accelerated runoff (Table 1). A
Minor Revision to modify the armoring of the perimeter drainage ditches accompanies this
proposal.
This schedule is Picketwire's best projection. Some start and completion dates are based on the
completion of previous tasks, to provide some flexibility to accommodate unforseen conditions.
Completion of the job will require the use ofsub-contractors, as the mine has_ no permanent full-
time staff. Undoubtedly, weather delays will occur. In the event that significant (greater than two
weeks) variations from this schedule occur, Picketwire will re-file a revised schedule. Pond
removal is going to require the dredging of over 12,000 cubic yards of material. The rip-rap, as
proposed in the technical revision, exceeds 6,000 cubic yards. The rock needs to be shipped in
from Canon City, Colorado.
Please do not hesitate to call if you have any questions.
Sincerely,
~'a,~ y ,
Cathy Begej
Hydrologist, Greystone
cc.
