<br />-49- <br />be disturbed by mining. Monitoring studies of golden eagle populations <br />will continue for the life of the mine. If additional golden eagles or <br />other threatened or endangered species are observed the applicant will <br />promptly notify the regulatory authority. <br />The permit revision application is in compliance with the fish and <br />wildlife section. <br />XII. Prime Farmland - Rules 2.04.12, 2.06.6 and 4.25 <br />The Division has made a negative determination for the presence of prime <br />farmlands within the proposed disturbed area. The decision was based on <br />the evidence provided in Permit No. 79-177 by the Soil Conservation <br />Service that there are no prime farmlands because of short growing <br />seasons and lack of adequate water for irrigation. This evidence can be <br />found in Exhibit 11, Volume 10 of Pernit No. 79-177. <br />The Division, therefore, finds the operation in compliance with Rule <br />2.07.6(2)(k) with respect to prime farmlands. <br />XIII. Operations Description - Rules 2.05.2, 2.05.3(1), 2.05.3 <br />...~ <br />The operations description is in Sections 2.05.2 and 2.05.3 of Volume 1 <br />of the permit revision application. The mine plan is shown on Map No. <br />16. Standard room and pillar methods are proposed. Equipment to be used <br />are continuous miners, rubber tired haulage vehicles, roof bolters, <br />clean-up scoops, conveyor belts and other miscellaneous equipment as <br />needed. <br />The life-of-mine is five years. Total affected area for the mine is 634 <br />acres. The anticipated annual production is given in Table 3, Projected <br />Coal Production. The total projected production for the five-year permit <br />tens is 2,156,000 tons. <br />The permit revision application is in compliance with this section. <br />XIV. Explosives -Rules 2.05.3(b) and 4.08 <br />The applicant proposes to conduct blasting operations within 500 feet of <br />several potentially sensitive facilities, including subsurface gasoline <br />storage tanks, an electrical substation and a 69,000 volt overhead <br />electrical powerline. However, the applicant will exercise special <br />precautions to clear the area of all personnel prior to blasting <br />operation.
