II. CRITERIA AND SCHEDULE FOR BOND RELEASE <br />Rule 3.03.1(2)(a) states, "Up to sixty percent of the applicable bond amount shall be <br />released when the permittee successfully completes backfilling, regrading, and drainage <br />control in accordance with the approved reclamation plan." With regard to Phase I bond <br />release, the approved reclamation plan for [he Edna Mine requires that the mined areas be <br />backfilled and graded to approximate original contour, and drainage be restored to the <br />premining configuration. The Division approved the retention of boxcut spoil outside the <br />pit area after P&M demonstrated that the material was not required to achieve <br />approximate original contour and provided a stability demonstration. Boxcut spoils were <br />cast southward onto previously mined Center Ridge spoils. The approved post-mining <br />topography maps for the Moffat Area are found in Exhibits 3.4-1 through 3.4-6 of the <br />permit application package. A discussion of the backfilling and grading is found in <br />Volume 7, Section 3.4.2.1 of the permit. <br />Five percent of the slopes equaled or exceeded 50% in the premining topography of the <br />final pit area. The approved reclaimed Final pit slope segments did not exceed 33% in an <br />effort to minimize the potential for erosion. Hillslope stability is being monitored by six <br />monitors that were installed in the final pit area. <br />Drainages in the premining Moffat Area were poorly defined in the upper reaches. Five <br />drainage basins existed on [he lower hillslope in the premining environment with two of <br />the basins being inclose proximity to each other and in the immediate vicinity of the final <br />pit. In the postmining topography, P&M regraded the upper hillslopes to direct overland <br />flow toward the more defined drainage systems in the lower hillslopes. Four drainage <br />basins were approved for the lower hillslopes. These are the Downdrains #2, #3 and #4 <br />and the final pit drainage. The single large drainage basin constructed by the reclamation <br />of the final pit encompasses the area previously occupied by the two smaller premining <br />basins which were in close proximity to each other. <br />Several permanent facilities have been approved in the Moffat Area including: two <br />permanent roads, the North Access Road and the Lower Moffat Road; the Moffat Pond; <br />and the South collection ditch. These facilities will support the approved postmining land <br />use of rangeland and wildlife habitat. <br />Edna Mine 3 Bond Release No. 4 <br />C-80-001 October 26, 1998 <br />
