-50- <br />l(V. MINE FACILITIES, PONDS, IMPOUNDMENTS, DIVERSIONS, AND COAL <br />A. Mine Facilities and Coal Handling Structures <br />4.05 <br />The mine facilities at the Orchard Palley Mine are predominately located in <br />three areas--the main mine, the Orchard Valley West Mine (OVWM), and the train <br />loadout. Four other miscellaneous structures are found within the permit <br />area. They include the guard shack on Steven's Gulch Road, the 500,000 gallon <br />water tank and well house at the Steven's Gulch wellfield, the timber storage <br />area west of Steven's Gulch, and the OVWM pipeline. These facilities are <br />described in Section 2.05, and maps are found in Yolume 8A. <br />The main mine facilities are located east of Steven's Gulch Road. Facilities <br />include the office/bath house building, the warehouse and shop, a crushing and <br />screening building, a transfer tower, conveyor structures, and a truck loading <br />station. Two water tanks (100,000 gallon and 200,000 gallon) are found on the <br />north end of the disturbed area. In addition a fueling area, a sewer plant <br />and training trailer are found at the site. At same future date, CWI plans to <br />construct two or three rock slope tunnels to access the mine workings. <br />Facilities are the OYWM include three portals, a warehouse, shop, fueling <br />station and rock dust tank. A substation provides a power linkage to the <br />mine. A 200,000 gallon water tank and ventilation shaft lie one-quarter mile <br />north of the portal cut. <br />The train loadout includes a scale, a truck dump, three silos, two conveyors, <br />and a loadout building linked to a rail spur. A small shop, sewage treatment <br />and substation are also located at the site. <br />All facilities and coal handling structures are in compliance with the rules <br />and regulations. <br />B. Roads <br />The Orchard Valley mine road system consists of two haul roads and multiple <br />access roads. At the main mine facilities area, there is one paved haul road <br />leading from security post No. 1 at the turn-off from the Steven's Gulch road <br />to the crushing and screening bench; an access road leading from the crushing <br />and screening bench up to the warehouse area, portal bench and fan bench, and <br />two lower access roads which lead to the existing waste disposal pile and <br />sedimentation ponds 1-4. <br />The mine site haul road and access roads were constructed prior to the <br />enactment of SMCRA and the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining, and at that time the haul and access road embankments <br />and road cuts were not constructed according to the specifications set forth <br />in Rule 4.03. Alternative specifications may be authorized by the Division if <br />the applicant can demonstrate through appropriate geotechnical analysis that <br />the existing road embankments have a minimum safety factor of 1.25, and that <br />the road cuts ave a minimum safety factor of 1.5 or that a lessor safety <br />factor will n t result in significant environmental harm or harm to the public <br />health or safety (4.03.1 (3) (c) (i) and (3) (d) (ix ), and 4.03.2 (3) (C) (i) and <br />(3)(d)(ix)). <br />
