pushed to the west to the edge of the previously reclaimed borrow area and to the <br />north east. Please see map 2A and 2B for clarification. The Division estimates that <br />less than 4,000 cY of material must be pushed. The material shall be placed as to <br />blend in with the existing topography, and at the direction of the PROJECT <br />MANAGER. The slope of the graded azea shall be no steeper than 5:1. The grade <br />shall be sloped to the south in a uniform manner. No channels or depressions shall <br />remain for possible concentration of surface runoff. Any remaining material shall <br />be pushed to the east to blend in with We existing topography at a slope no steeper <br />than 5:1. Coal material located over the edge of the natural slope shall be scraped <br />up using an excavator or backhce. Vegetation in this area consists of brush, and <br />should not be damaged. The entire 3 acre azea shall be final graded to blend in with <br />the existing topography. CMP #5 depicted on Exhibit 2A shall be removed and <br />disposed of off-site in accordance with all state and federal laws. <br />C. Comy~ction <br />All coal and non coal waste from the Hawk's Nest Mine shall be placed per the <br />specifications mentioned above. The material shall be place in a maximum 2 foot <br />horizontal lifts and compacted by making 4 to 6 series of staggered passes over the <br />entire surface of each lift with rubber-tired equipment, sheepsfoot roller(s), or other <br />appropriate compaction equipment. Track mounted equipment, such as bulldozers <br />or hydraulic excavators, is not considered appropriate for use in compaction work. <br />D. Redistribution of Topsoil <br />Topsoil will be placed on the regraded surfaces of the coal waste and fill material. <br />There is one topsoil pile at the northeast end of the Silo Facility Area, depicted on <br />Exhibit 2A. A railroad crossing e~dsts on the east side of the topsoil pile. This <br />aossing must be used to access the pile with rubber-tire vehicles. Any damage to <br />the railroad tracks as a result of this project is the responsibility of We <br />CONTRACTOR. The tracks are used by the West Elk Mine to load coal on average <br />twice a day. There shall be no obstruction to the tracks while the trains are loading <br />coal. Coal loading times are not guaranteed. <br />The topsoil shall be spread over We length of the regraded azea, approximately 3 <br />acres to a 6" depth. Any topsoil that is left after a six inch (6") depth shall be placed <br />to a depth of up to twelve inches (12") on the steepest areas of the regraded facility. <br />Hay bales or silt fences shall be placed on the downhill side of the footprint of the <br />topsoil pile on the North Fork side of the pile. The topsoil footprint shall be seeded <br />in accordance wiW line item 5 of the bid document. <br />E. Workine Area Limi <br />The edges of all regrading areas at the working azea boundary and along all <br />established shrub/tree stands and undisturbed areas shall be graded or tapered to <br />create a smooth (plus or minus 6 inches) transition between the final regraded <br />surface and undisturbed surfaces or surfaces outside the working area boundary. <br />Care shall be taken during regrading activities to prevent damage to established <br />vegetation. Earthwork and regrading activities of any nature shall remain at all times <br />
