Mike Long - 2 - October 7, 1986 <br />The Division did not respond within thirty (30) days as there was a question <br />whether the Division could release when the permit was under Board-ordered <br />suspension. It was determined the Division would release, remaining work was <br />valued at less than the 40 percent of the total bond amount to be retained, <br />and the process was completed on September 24, 1986. <br />S ep cific <br />The following items identify specific permitting activities which <br />require attention at the present time. Also listed are areas at the <br />mine site which have been more active recently. <br />NOV C-86-068. Sediment Pond 15-P20 was observed on September 30, 1986 <br />to e r e above the clean out level. The recently regraded Pit 5, <br />Cut 10, which is upslope of the pond, was the source of sediment during <br />recent rains. Abatement by cleaning out the pond should be performed <br />before December 1, 1986. <br />NOV C-86-069. This violation was written because an extensive gully <br />a~~reater than 24 inches deep in the Pit 2, Cut 4/5 area. A <br />minor revision was approved March 29, 1985, to allow a permanent gully <br />in Swale areas. During the March 1986 bond release inspection this <br />specific area was noted to require stabilization. Instead, during <br />August regrading work, the gully was removed by grading it over. As <br />anticipated, the gully reformed and considerably lengthened itself. <br />Abatement to repair the gully should be performed before <br />December 1, 1986. _ _ _ <br />Rills and Gullies. As all of the hillslope areas have been reclaimed, <br />continue o nervation of gully formation should be a focus of further <br />inspections. From experience, the following areas are identified as <br />known locations to inspect: Pit 1, area 100 feet northwest of drainage <br />crossing the access road; Pit 2, Cut 1 area 0.5 miles on road from shop <br />- above road at water bar; Pit 2, Cut 4/5 as mentioned above; Pit 2, <br />Cut 6/7 area, two side-by-side gullies exist, should be formed into one <br />permanent gully; Pit 2, Cut 12 at outlet of ditch 22-D6, recent <br />regarding of channel ditch outlet into one gully instead of three; Pit <br />2, cut 13/14, general rilling along entire hillslope; Pit4, Cut 18/19 <br />where road bends sharply, two gullies at side should be rock <br />stabilized. These gullies are identified on the map in the inspection <br />packet. <br />Reve etation. Areas in which vegetative growth is sparse and <br />oversee ing may be necessary have been identified on the map in the <br />inspection packet. Sufficient bond has been retained for complete <br />reseeding of these areas if necessary. Some areas were regraded this <br />past August and supposedly seeded and mulched. These areas are <br />described in the July 1986 inspection report. Topsoil was removed from <br />a stockpile in Cut 8 of Pit 5 and redistributed to Cut 10. The Cut 10 <br />area, because of its relatively steep slope, is the area of most <br />concern. The operator plans to observe seeding success this next <br />spring and reseed the regraded areas if necessary. <br />
