X. Climatological Information and Air Resources - Rules 2.04.8, <br />2.05.4 2 an <br />Climatologic baseline information is presented in Section 2.04.8 of the <br />application. The Air Pollution Control Plan and Air Emission Permit are <br />contained in Section 2.05.6 and Exhibit 3. <br />The applicant has received initial approval for an amended Air Emissions <br />Permit (Permit No. 85 LP029-2F, issued on April 25, 1985 by the Colorado <br />Department of Health). <br />The proposed operation is in compliance with the requirements of this section. <br />XI. Topsoil - Rules 2.04.9, 2.05.3 (5), 2.05.4 (2) (d), and 4.06 <br />The application contains baseline soil resource information in Section 2.04.9, <br />a soil salvage plan in Section 2.05.3, and a redistribution plan in <br />Section 2.05.4. <br />The area to be disturbed by the proposed surface coal mining operations has <br />been previously disturbed, and no topsoil material was saved or stockpiled. <br />During the course of coal exploration activities by Peerless Resources at the <br />site, material which appeared to be suitable plant growth medium was <br />separately stockpiles at the Division's request. The applicant performed a <br />chemical and textural analysis of the stockpiled material to evaluate its <br />suitability for use as a plant growth medium in reclamation. Based on these <br />results of the analyses, the material stockpiled is suitable for use as plant <br />growth medium. <br />Based on estimates of the material stockpiled, the applicant states that <br />"there is sufficient soil material to spread approximately 6-12 inches over <br />the affected area." In order to assure adequate vegetative growth and to make <br />a determination of feasible reclamation, the Division stipulates: <br />Stipulation No. 4 <br />THE PERMITTEE SHALL REPLACE A MINIMUM OF 12 INCHES OF THE MATERIAL <br />DESIGNATED AS SUITABLE PLANT GROTH MEDIUM AT THE COAL GULCH MINE ON <br />RECLAIMED DISTURBED AREAS. <br />In order to ensure that loss of the suitable plant growth medium does not <br />occur, it is stipulated: <br />
