What is the scope of the problems at the site? <br />2. What do the agencies with jurisdiction require to be done? <br />3. What has been done by the operator (Columbin ) or the <br />permittee (Schmalz)? <br />4. What is the future course of action at the site? <br />5. What coordination is required by the separate ~arties to <br />implement full cleanup and vacating of trespass and and/or <br />bringing into compliance the permit area? <br />Bob Oswald read a copy of a letter from Roger Doak, CDO}I, (who was <br />not able to attend) summarizing his concerns rega-ding site <br />problems and cleanup. <br />Randy Coffman has received a deadline from CDOH for s bmitting a <br />cleanup plan for the contaminated soils. Plan outli has been <br />written, with help from consultant. He will finaliz plan and <br />submit it to CDOH soon. <br />Fred Schmalz says the asphalt is removed from site (veri ied by Bob <br />Oswald, per site visit 10/5/94). All material has been ecycled in <br />the batch plant. The AC tank is being pumped down, and when empty <br />can be rotated 90 degrees, to be off of BLM property. <br />John Davis stressed that the cleanup plan is the key doc ment, from <br />the BLM perspective. Asked if County could assist wit plan, and <br />Steve Westbay offered some help. After removal of eq ipment and <br />materials, land will be reclaimed. BLM will help wi seed mix <br />recommendation and erosion control ideas. <br />Bob Oswald reviewed the MLRB Notice of Violation (N V). This <br />notice requires that the permittee and operator cease and desist <br />mining activity on all off-permit areas. This must, by necessity, <br />still allow for the recyclable asphalt material and AC to be <br />
