Native Springs
Four native springs exist within the permit area: Springs #1, 2, 3 and 5. Spring #4 is
outside the permit area and is no longer sampled. Under this renewal application,
Seneca proposes to discontinue monitoring of all natural springs at the Seneca II
Mine. Springs #1 and #2 exist in a pra-SMCRA azea and springs #3 and #5 are
poorly defined seeps in a seasonally marshy area.
Surface Water
The applicant will conduct monitoring of surface water in a manner approved by the
Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and can be
found in Table 1 of this document. Surface water hydrology information can be
found in Volumes 4, 5, and 6, Tab 7 of the permit application, and in the Annual
Hydrology Reports submitted by Seneca Coal Company.
The Seneca II Mine is located between the drainage basins of Grassy Creek and Fish
Creek. Both of these aze sub-basins of the upper Yampa River basin in northwestern
Colorado.
Grassy Creek Basin
Discharges in the Grassy Creek basin aze seasonal, with the higher stream flows
resulting from snowmelt runoff. Seneca Coal Company currently monitors three
surface water sites in the Grassy Creek basin and two sites in the Little Grassy Creek
drainage. Surface water site SW-S2-5, located in the southwest portion of the permit
area and the Wadge Impoundment (NPDES Discharge Point 002) are within the
Little Grassy Creek Basin. Surface Water Site SW-S2-1, upstream on Grassy Creek,
NPDES Discharge Point 003 and Surface Water Site SW-S2-2 are within the Grassy
Creek basin. Surface Water Site SW-S2-2 is the furthest downstream surface site in
the Little Grassy and Grassy Creek drainages prior to exiting the permit area,
therefore, it is the most significant monitoring site with respect to showing the
cumulative effects of mining in this area.
Fish Creek Basin
Seneca Coal Company currently monitors seven surface water sites in the Fish Creek
basin. NPDES 004 and Sites 6 and 10 are located on Cow Camp Creek. NPDES
008 and site 12 are located on Bond Creek. Sites 11 and 13 exist on Fish Creek.
Stream site 6 was originally established to determine the premining characteristics of
Cow Camp Creek. During this permit renewal, monitoring site 6 has been
discontinued to eliminate redundancy with stream site 10 further downstream at its
24
