Mrs. Margaret Winte• •
April 19, 1982
Page Two
expense. The monitoring site is to be located immediately behind
the property known as 1230 Chambers Drive. The monitoring
procedure is to be as proposed on page 4 of the December 2, 1981
letter from Charles M. Salter Associates. Additional monitoring
as spot checks and also in response to any complaints will be
done by county staff with the assistance of qualified city of
Boulder or Boulder County personnel . Initial scraping operations
for the removal of topsoil or overburden in a new mining area
will be exempt from the noise level standard (but not any
federal , state or local standard which would otherwise be
applicable), subject to the condition that the applicants con-
duct the operations as efficiently as possible to mininmize the
lengths of time that these operations are being conducted.
3) Staff will coordinate with the applicant on the design and
placement of the processing plant and stockpiles in order
to assure that noise impacts are minimized.
4) Initial mining of any stage should be done during the winter
months when windows are usually closed and residential outdoor
activity is minimal so as to reduce the noise impacts of
initial mining when working levels are at the surface and
overburden stockpiles are not in place.
5) That use of haul trucks in the actual mine pit areas is subject
to additional formal review if noise levels prove to be
excessive. Review would be for consideration of quieter
methods of tranporting pit run to the processing area,
including the possible use of conveyor belts.
6) The north haul road shall be relocated to the easternmost
portion of the property immediately inside the flood control
dike. The haul road location should be mined initially,
resulting in a permanent haul road location with an elevation
lower than adjacent elevations so as to provide lower visual ,
noise and dust impacts.
7) The south haul road shall be eliminated due to excessively
adverse impacts on the mobile home park. More acceptable
alternate south haul routes or mitigation measures proposals
from the applicant may be considered through additional
formal review before the Plannino Commission and the Board of
County Commissioners.
8) Maximum vehicle speeds on site shall be limited to twenty
(20) miles per hour.
9) The northern haul road alignment shall be designed to maximize
curve radii and thus minimize acceleration and deceleration
of trucks on the haul road.
10) Dynamic engine braking devices shall not be used on the site
except in emergencies. This applies especially to the stop
sign at the intersection with Table Mesa Drive.
11) Only the applicant's (Flatiron) trucks will be allowed in the
open mine pit areas, with all other trucks restricted to the
main haul road and the operation area. In order to haul
from the site, all trucks must comply with CRS 1973, 24-12-106
regarding maximum allowable noise standards. The applicant
will be held responsible for the actions of all drivers and
